Project Overview and Role

Palladium is seeking an Education Specialist and a national Education Researcher to conduct a review of school supervision models used in remote, disadvantaged and border areas in internationally as well as in Indonesia. The review is being conducted at the request of the Australian Department of Foreign Affairs and Trade (DFAT) and the Indonesian Ministry of Education and Culture (MoEC).

DFAT has supported MoEC efforts to develop the competencies of education personnel for more than ten years. DFAT's Education Partnership program, for example, supported MoEC to develop a nationwide system of continuous professional development for principals. The Education Partnership will conclude in 2016 however DFAT has expressed intent to continue supporting MoEC reforms aimed at improving the competencies of education personnel. As such, this study may inform future DFAT support in this area.

The purpose of the review is to provide MoEC with examples of school supervision models utilised in other countries and in Indonesia (e.g. models used by NGOs/CSOs, private education service providers or those introduced by donors) that MoEC could adapt and/or adopt to improve the effectiveness of school supervision in remote, disadvantaged and border areas. Models that employ virtual or remote techniques are of particular interest to MoEC.

The Education Specialist should have extensive professional expertise in issues pertaining to school supervision, inspection, and school quality improvement, and a proven track record of conducting similar studies including literature reviews. She/he will coordinate the overall review, working in a team with a national Education Researcher (to be recruited separately). She/he will produce a review protocol that will be implemented by both personnel; incorporate the findings of the national Education Researcher's literature/document review and supplementary interviews into their draft and final review report; write the draft and final review reports; and, if required, deliver presentations on interim and final findings to MoEC, DFAT and other related stakeholders.

The national Education Researcher will possess at least a Master's degree in a related field (e.g. education) and have an excellent understanding of issues concerning school supervision and quality improvement. She/he will have a proven track record of undertaking similar studies including literature reviews. The Education Researcher will review English and Indonesian language literature on alternative school supervision models used in remote, border and disadvantaged areas in Indonesia. She/he will supplement information collected through the literature/document reviews by conducting interviews with NGOs/CSOs/non-government education service providers and donor agencies. She/he will also provide advice on local context to the Education Specialist to ensure that school supervision models reported upon and recommendations made are relevant and feasible.

Responsibilities

The Education Researcher is required to work under the general guidance of the Education Specialist to:
  • Conduct searching (i.e. study retrieval) of academic and other databases and perform hand-searching of institutional websites of both English and Indonesian language literature and other documentation, following a protocol to be provided by the Education Specialist.
  • Conduct supplementary interviews with NGOs/CSOs, private education service providers and donors to fill any gaps in information resulting from the literature/document review.
  • Deliver a report to POM and the Education Specialist that describes alternative school supervision models used in remote, border/outlying and disadvantaged areas of Indonesia.
  • Provide advice on the local context (e.g. conditions, regulatory frameworks, constraints) to the Education Specialist to ensure that school supervision models reported upon and recommendations made are relevant and feasible.

Requirements

The Education Researcher must possess:
  • At least a Master's degree in a relevant subject, e.g. education.
  • A proven track record of conducting similar studies, including literature reviews.
  • At least five years of experience of analysing education in Indonesia.
  • Sound thematic knowledge and understanding of issues related to school supervision and inspection and school quality improvement.
  • Strong verbal and writing skills in English, and be a native speaker of Bahasa Indonesia.
  • Experience of donor programming welcomed but not essential.

Further expectations:
  • The Education Researcher must be able to demonstrate reliable/frequent access to a wide range of databases and peer-reviewed journals, e.g. through an affiliation with or access to academic institutions.
