I. BACKGROUND
 
The commitment demonstrated by the Indonesian Government to the implementation of CEDAW and Beijing Platform for Action is implemented by the issuance of Presidential Instruction No 9/2000 on Gender Mainstreaming in National Development. Since then, gender mainstreaming has been further strengthened in the National Long Term Development Planning (RPJPN) 2005-2025, which breaks down into the National Middle Term Development Planning (RPJMN) 2004-2009, 2010-2014, and 2015-2019 in which gender equality is mentioned as the goal in the Indonesian development programme.    
The commitment is further strengthened in the policy framework through the issuance of the Ministry of Finance Regulation PMK No 119/2009 concerning Guideline of Submission and Review of Annual Ministries Work Plan and Budget. The policy has laid out the foundation of incorporating gender analysis into the national planning of the budgeting system in the seven piloted ministries. The seven piloted ministries consist of three coordinating ministries, namely; Ministry of National Planning, Ministry of Women Empowerment and Child Protection, Ministry of Finance. The other four ministries are; Ministry of Agriculture, Ministry of Education, Ministry of Health and Ministry of Public Works. Priority areas for the sectoral piloted ministries are given to the programmes and activities on service delivery and for the driver ministries, the priority is given to strengthen the structure.
After two years of implementation, in 2011 the government of Indonesia conducted evaluation of the GRPB piloted both in the national and sub-national level. The result of the evaluation is positive and it was recommended with further continuation of Gender Responsive Planning and Budgeting (GRPB) into other ministries and state institutions. The evaluation also found that the GRPB works well through the engagement of gender focal points in each ministries. In the sub-national level, GRPB has been implemented since 2010 in four provinces, namely; Banten, Yogyakarta, Central Java, and East Java. It is found that commitment of the Governor and the driver's institution from the respected province contributed significantly to the success of GRPB implementation in the provincial level. 
Strengthening and articulating gender mainstreaming into national development plan in 2012, the four coordinating ministries of gender mainstreaming; Ministry of Women Empowerment and Child Protection, Ministry of National Development Plan, Ministry of Finance, Ministry of Home Affairs, endorsed the National Strategy of Gender Responsive Planning and Budgeting (Perencanaan dan Penganggaran Responsive Gender/PPRG) covering the period 2012-2014 including the guideline to execute GRPB in the ministerial level/ state institutions and local government.  The objective of the National Strategy of GRPB is to integrate gender into government development cycles by; 1). Institutionalizing commitment of ministries /state institutions in the national and sub-national level. 2). Providing systematic coordination among drivers and technical agencies, 3). Strengthening ministries/state institutions in formulating gender responsive planning and budgeting, and implementation of GRPB in the national and sub-national level.
Concerning the National Strategy of GRPB 2012-2014, completed in 2014, the Ministry of Development Planning is now evaluating its implementation to take the lessons learnt and best practices. The result of the evaluation will be used as a foundation to develop the National Strategy of GRPB covering the year 2017-2020.
With regard to the process of GRPB 2012-2014 evaluation and development of the new GRPB 2017-2020, UN Women is requested by the Ministry of National Development Planning to provide technical support to these processes. Hence, UN Women in collaboration with the Ministry of National Development Planning is looking for a national consultant to provide technical expertise on gender responsive planning and budgeting to develop the National Strategy of GRPB 2017-2020.
 
OBJECTIVE
 
The objective of this consultancy is to provide technical assistance to Ministry of National Development Planning (BAPPENAS) on Gender Responsive Planning and Budgeting into the component as follows;
 
1.    Evaluation report of the National Strategy of GRPB 2012-2014.
2.    Development of the National Strategy of GRPB 2017-2020 with reference to the evaluation result of the National Strategy of GRPB 2012-2014. The technical assistance will be done in participatory manner, through consultation and partnership with key drivers of Gender Responsive Planning and Budgeting namely; Ministry of National Development Planning, Ministry of Finance, Ministry of Women Empowerment and Child Protection, Ministry of Home Affairs.
 
 
III. SCOPE OF WORK
Under direct supervision of the UN Women National Programme Officer for Governance, the consultant will perform the following tasks:
 
Task 1: Provision of Technical Expert on Gender Responsive Planning Budgeting to the evaluation of National Strategy of GRPB 2012-2014 :
·         Provide advisory services to the Ministry of National Development Planning as the lead sector from the four coordinating ministries of Gender Responsive Planning and Budgeting, during the evaluation of National Strategy of GRPB 2012-2014,
·         Provide technical input to the evaluation report of the National Strategy of GRPB 2012-2014,
·         Attending meeting, discussion, and workshop pertain to the evaluation of GRPB 2012-2014.
 
Task 2:  Support the development of the National Strategy of GRPB 2017-2020;
 
·         Provide advisory services to the Ministry of National Development Planning to the development of the National Strategy of GRPB 2017-2020. 
·         Develop National Strategy of GRPB 2017 -2020 with reference to the evaluation result of National Strategy of GRPB 2012-2014, including developing work for the National Strategy  of GRPB 2017-2020, plan and design consultation with stakeholders,
  • Facilitate the process of consultations with  stakeholders and produce documentation pertaining to consultations/workshops,
  • Work closely with the Ministry of Development Planning's gender expert team, expert on data processing analysis, UN Women, and gender mainstreaming focal point in the Ministry of Women Empowerment and Child Protection, Ministry of Finance, and Ministry of Home Affairs,

IV. DURATION OF THE ASSIGNMENT
Duration of the assignment is home based with frequent meetings and discussions with related stakeholders and  gender focal of the coordinating ministries, namely; Ministry of Development Planning, Ministry of Finance, Ministry of Women Empowerment and Child Protection, and Ministry of Home Affairs.
 
 
V. CONTRACT SUPERVISION
The consultant will work closely with Ministry of National Development and Planning (BAPPENAS) and UN Women. The consultant will be under direct supervision of the UN Women National Programme Officer for Governance.

V. INPUTS  
·         Ministry of National Development Planning and UN Women will provide the Consultant with background materials for the desk review.
·         The consultant is expected to work closely with the gender team and data processing analysis of the Ministry of National Development Planning, gender focal point of the coordinating ministries of GRPB.
·         The consultant is expected to work remotely using his/her own computer, but may access the UN Women office printing or relevant documents or should he/she be required to work on-site at any point during the assignment.
 
VI. EXPECTED DELIVERABLES
The consultant must submit deliverables as follows; 1). written input on gender analysis to the evaluation of the National Strategy of GRPB 2012-2014, Draft 1 and 2 of GRPB 2017-2020, and final approved document of National Strategy GRPB 2017-2020, submitted in Bahasa Indonesia, 2). report summarizing of key services provided during the consultancy period including lessons learnt and recommendations, must submitted in English language.
 
Upon receipt of the deliverables and prior to the payment of the instalment the deliverables related reports and documents will be reviewed and approved by Ministry of National Development Planning, Ministry of Finance, Ministry of Women Empowerment and Child Protection, Ministry Home Affairs, and UN Women. The period of the review is two week after receipt.
 
VII. PERFORMANCE EVALUATION
Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
 
IX. REQUIRED EXPERIENCE AND QUALIFICATIONS
The consultants should fulfill the following requirements:
 
1. Education
·         Minimal master’s degree in economics, public policy, gender studies, or other related fields
 
2. Experience and skills
·         At least 5 years of experience directly with gender mainstreaming implementation and or gender responsive planning and budgeting preferably in the ministries/state institutions.
·         At least 2 years of experience working in the area of gender responsive planning and budgeting preferably with one of the coordinating ministries of GRPB namely; Ministry of National Development Planning, Ministry of Finance, Ministry of Women Empowerment and Child Protection, and Ministry of Home Affairs.
·         Proven expertise in designing gender responsive planning and budgeting in the national and or sub national context by providing applicant's work in the respective area of gender responsive budgeting.
·         Strong knowledge with the National Strategy of GRPB 2012-2014 is advantageous.
 
 
3. Language and other skills
·         Excellent verbal and written English skill.
·         Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
 
 
X. APPLICATION EVALUATION CRITERIA
The applicant will be evaluated based on technical capacities (70%) and financial proposal (30%). Technical evaluation will be based on the following criteria stated as below.
