RFP: Video Producer and Comic Artist for Anti Child, Early and Forced Marriage Campaign

Oxfam is a leading aid, development and campaigning not-for-profit
organisation with a world-wide reputation for excellence and over 60
years’ experience working in Indonesia. Our purpose is to work with others
to overcome suffering and find lasting solutions to poverty. Currently we
are looking for:

1. Video Producer for offline and online Campaign

2. Comic Artist to produce series of comic

Background
According to UN estimates, 35% of women worldwide had experienced physical
or sexual violence (UN Women, 2016). With 321,752 cases of violence
against women reported in 2015 (Komnas Perempuan, 2016), Violence Against
Women and Girls (VAWG) is also big issue for Indonesia. VAWG can take many
forms including sexual harassment, child forced marriage, domestic
violence, public discrimination, and marginalisation; all of which are
caused by a deeply rooted gender inequality. This condition is exacerbated
by the religious and cultural settings in Indonesia that condones violence
against women and girls.

Addressing VAWG remains an important part of Oxfam’s effort to create a
just world without poverty. This is particularly reflected in one of
Oxfam’s global goal on achieving women’s right. Further, as raising the
awareness of public, changing the norms against the society, and
increasing solidarity among women on VAWG remains an essential part to
address VAWG; since 2015 Oxfam in Indonesia participated in the 16 days of
Activism campaign. This year, Indonesia will take its campaign against
VAWG further by linking it to the Oxfam International’s global campaign on
Ending Violence Against Women (EVAW).

In order to address ending VAWG, Oxfam will address the underpinning
social norms that lead to unequal gender power relation in more than 30
countries. By working together as one, Oxfam will increase its influence
and impact by maximising societal condemnation on VAWG and consequently
encourage policy changes in to end VAWG. However, how the campaign in
every country will be tailored according to the country needs and
specifics. Oxfam in Indonesia decided to focus on addressing the campaign
on ending Child, Early, and Forced Marriage (CEFM).

Although Indonesia has frequently been praised for having significant
progress in reducing CEFM, particularly in rural areas, child marriage
prevalence remains persistently high. According to the UNICEF, around 17%
of women in Indonesia were wedded before the age of 18 (UNICEF, 2015). The
high number of child marriage prevalence in Indonesia are associated to,
among others, these following factors: (1) strong cultural and religious
traditions which stated that girls are fit to be married once reaching
puberty; (2) economic reasons where girls are perceived as added burden
within the family; and (3) legal framework that stated the legal age of
marriage for women is 16.

Objectives
The objective of the activity is to have a campaign material to be used in
online and offline campaign on ending CEFM.

Output
The outputs of these activities are:
1. Series of comic on ending CEFM produced, and
2. Statement video from known figures on ending CEFM produced

Expected Services
For the series of comic the consultant will be expected to:
1. Create draft of 3 series comic strip on CEFM, based on the
scenario prepared by Oxfam
2. Finalise the series comic strip with appropriate specification for
online and offline campaign (editable for translation)

For the statement video the consultant will be expected to:
1. Record statements from figures identified by Oxfam
2. Compile the statements into short video
3. Finalise the video with appropriate specification for online and
offline campaign
4. Produce 100 copies of video for offline campaign

Qualification
For the series of comic, the consultant will need to have the following
qualification:
1. Experienced comic artist that has previously worked with
institutions (Non-Governmental Organisation and/or private sector)
2. Have previously published comic (online and/or offline)
3. Have the understanding on CEFM and the commitment to end CEFM
4. Knowledge of graphic editing software

For the statement video, the consultant will need to have the following
qualification:
1. Experienced videographer that has previously worked with
institutions (Non-Governmental Organisation and/or private sector)
2. Have previously published video (online and/or offline)
3. Have the understanding on CEFM and the commitment to end CEFM
4. Knowledge of video shooting and video editing software
5. Able to provide own devices used for video shooting
