MAHKOTA - Dissemination and User Support Officer (UDB)

Cardno is the Managing Contractor of MAHKOTA, an Australian Government initiative, which provides support to help Indonesia better reach and benefit the poorest, and address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms. The Government of Indonesia is committed to accelerating the pace of poverty reduction and the President of Indonesia has declared that poverty reduction is among the highest development priorities of his administration.

The Australian Government is a partner with the National Team for the Acceleration of Poverty Reduction (TNP2K) under the office of the Vice President of the Government of Indonesia. TNP2K is a policy think tank to improve the quality and effectiveness of Indonesia's poverty reduction programs that reach millions of poor Indonesians. The next phase of social protection support from November 2015 through to October 2019 is MAHKOTA Indonesia - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a Strong and Prosperous Indonesian Society).  It will continue to provide support to help Indonesia better reach and benefit the poorest, as well as address key binding constraints to growth, competitiveness and rising inequality through ongoing labour market and social protection reforms.

Since 2012, the GoI has required that Indonesia's main social assistance programs use a "unified database" for targeting system or UDB. The database consists of about 98 million individuals in the least-advantaged 40% of population maintained by Targeting and Unified Database Management Unit. All social assistance programs launched by GoI ( PSKS, PIP, KIS, Raskin) plus the unconditional cash transfer scheme introduced in 2013 (Bantuan Langsung Sementara Masyarakat—BLSM, or "temporary direct cash assistance"), have used the UDB. This is to improve targeting system which, in turn, will make social assistance programs more effective in helping individuals, families, or households to cope with increases in the cost of living.

We are currently looking for a Dissemination and User Support Officer for UDB Unit TNP2K.  The Dissemination and User Support Officer is responsible for supporting the daily dissemination activities in the UDB Unit and liaise with users of the UDB (ministries/ agencies managing social protection programs related to poverty, education, health, etc.) to ensure smooth accessibility of the Unified Database for Social Protection and Poverty Reduction programs and adequate provision of technical services to meet program needs.  He/She will report to the Coordinator for Database Management and Dissemination - UDB Unit.
