Finance & Accounting  Officer
 
EQSI, Economic, Quality and Sustainability Improvement from Community Centered Cocoa Fermentation Stations, Diversified Agro-Forestry and Agribusiness Systems and Social Development is a collaboration project between MCA-I, Kalla Foundation and Lembaga Ekonomi Masyarakat Sejahtera (LEMS).
 
The project aims at a future of sustainable Cocoa farming, with agro-forestry based on economic development and poverty reduction for villages/sub-districts that are substantially dependent on Cocoa production. The scope is for reforesting degraded lands, improving agriculture, promoting agro-forestry and intercropping agribusiness on Cocoa farms, improving hydrologic conditions, and providing community centered fermentation centers to raise quality and value of Cocoa produced. The project addresses technical and economic requirements, provides for environmental and spatial land use issues, provides learning, and considers potential risks and social and gender impacts and opportunities. The Project will be implemented over 2.25 years, across three districts in 20 focused villages in Southeast Sulawesi Province.
 
Currently EQSI Project need an experienced Finance and Accounting Officer, to be based at its project office in Kendari, Southeast Sulawesi.  For a fixed term contract until April, 2018.

Job Summary
·         Develop Financial and Accounting Guideline for EQSI Project
·         Ensure effectie management of finance and accounting at EQSI Projet
·         Prepare and manage regular reports for MCA-Indonesia, Yayasan Kalla and its affiliate pertaining to EQSI activities transaction.
·         Manage financial and accounting file and documentation.
·         Ensure compliance to MCA-Indonesia and Yayasan Kalla’ financial procedure in every activity of EQSI.
Main Responsibility
·         Budget preparation including budget revision or modification for MCA-Indonesia and Yayasan Kalla.
·         Prepare and submit regular financial reports to MCA-Indonesia and Yayasan Kalla
·         Develop Finance and Accounting Manual/Policy
·         Supervise financial administration and transactions
·         Preparation of financial administration and files
·         Track and report on expenditures and monitoring outstandings and payments.
·         Monitoring financial aspects
·         Screen payments that they meet the donors’ financial and admin policy.
·         Supervise admin and finance assistants.
 
Tasks
·         Preparing EQSI budget and all required budget revision or modificatio for MCA-Indonesia and Yayasan Kalla.
·         Preparing monthly financial report to Yayasan Kalla and quarterly report to MCA-Indonesia
·         Monitoring financial aspects such as journals, payments, etc ensure proper charge allocation are correct according to the budget line and purpose of activity.
·         Preparing Bank Reconciliations.
·         Monitoring balances in the project bank accounts, and other related supporting documents.
·         Preparing and delivering trainings and orientation to all EQSI staff with regards to financial and accounting procedure, policy and important information.
·         Preparing budget and expenditure reports for disbursement and reimbursement request to donors.
·         Preparing wire transfer, execution budget control mechanism and financial reporting.
·         Establish and oversee system for managing and reporting on project disbursement.
·         Supervising finanance assistants in Kendari office
·         Tracked and reported on exenditure, monitor outstanding advance and take follow up action.
·         Preparing for audit
·         Perform other related duties as required
 
Expected Results/Output
·         Budget and financial reports are made available according to the agreed schedule.
·         Financial transactions are made in compliance with donors’ policy and procedure.
·         Financial transactions are well documented and available by date and month, and easily tracked.
·         Reimbursement and disbursement request are made on time each quarter or as requested by the donors.
·         Compliance of program activities administration to donors’ policy and procedure.

Competency Requirements
Qualification:
S1 or S2 in accounting or finance field
Experience working as financial officer minimum 5 years, preferably with institutional donor’s funded project or program.
Able to produce financial reports in English.
Attention to detail
Proactive, assertive
Well organized
 
Skills:
Experience working with budget and financial reports
Good knowledge of English
Advance skill in Excell
Experience working with numbers and figures
