About the role
As
Managing Contractor of MAHKOTA Program, Cardno is currently looking for
a Senior Qualitative Researcher for ODA MPM. The Senior Qualitative
Researcher will conduct qualitative researches on the pilot
implementation of Mekanisme Pemutakhiran Mandiri (MPM) that will feed
into the documentation and evaluation of pilot MPM. He/She will report
to the On Demand Application/Mekanisme Pemutakhiran Mandiri Initiative
Manager.

About the programs
TNP2K
In
a bid to intensify poverty reduction efforts, the Government of
Indonesia has elevated the overall oversight and coordination of poverty
and social protection programs to be under the Vice‐President’s Office.
Through Presidential Regulation No. 15/2010, the National Team for the
Acceleration of Poverty Reduction (Tim Nasional Percepatan
Penanggulangan Kemiskinan, TNP2K) was founded and given the mandate to
carry out this oversight and coordination role. TNP2K plays a key role
in defining policies for poverty reduction and social protection by:
1.Improving program targeting using a common method and household list for all social protection programs;
2.Improving the performance of poverty reduction programs through reforms in program design;
3.Undertaking monitoring and impact evaluation of social protection programs; and
4.Support line ministries in maintaining quality implementation.
In 2014, the Government of Indonesia re-emphasized the commitment to poverty alleviation by enacting Presidential Regulation No. 166/2014. TNP2K’s role also continues through Presidential Regulation No.96/2015. An overview of key achievements of TNP2K and priority areas for the years ahead is available on the following website:

MAHKOTA
The
Government of Australia is supporting the Government of Indonesia under
a program called MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh
Sejahtera (Towards a Strong and Prosperous Indonesian Society). MAHKOTA
is a flexible facility administered by a consortium led by Cardno –
with Development Pathways and Monash University – that is able to
respond to Government of Indonesia priorities, provide top Indonesian
and international expertise, and allow the Government of Indonesia to
take risks with innovating policy. MAHKOTA’s goal is “a comprehensive
and equitable social protection system for the whole of Indonesia by
2025.” The outcomes of the program are:
1.Quality of the national social protection system is improved;
2.More comprehensive and joined up social protection and labour market policy is delivered;
3.Synergies with wider social and economic policy and planning are enhanced;
4.Government of Indonesia capacity to progress towards the goal is established and can continue without further Australian support.

This
is a locally engaged position and a competitive salary package will be
offered to the preferred candidate in line with local labour laws. The
position is open to Indonesian nationals and permanent residents with
authority to live and work in Indonesia.
