USAID CEGAH program – Request for Application (RFA) - Analysis and Design of Data Exchange on Corruption Cases between Supreme Court, Special Courts for Corruption Cases (Anticorruption Court), and other Law Enforcement Agencies (KPK and AGO) as part of the Integrated Information

The Asia Foundation is implementing USAID CEGAH Program on Accountability and Anticorruption is currently accepting expressions of interest/proposal and seeking for organization as a service provider with experience to explore the potential for expanding data exchange between the Supreme Court and the KPK and Prosecutor’s Offices/Attorney General’s Office by mapping and analysing the existing Direktori Putusan database maintained by the Supreme Court, the KPK’s case management system, and SIMKARI and other case management systems at the AGO (or in Prosecutor’s Offices), and by conducting a needs assessment on these databases on “Analysis and Design of Data Exchange on Corruption Cases between Supreme Court, Special Courts for Corruption Cases (Anticorruption Court), and other Law Enforcement Agencies (KPK and AGO) as part of the Integrated Information System for Criminal Justice Initiative, particularly in Corruption Cases.
 
TAF together with the MSI International, a subsidiary of Tetra Tech., a global multi-specialist consulting business, headquartered in the USA, have been selected to implement CEGAH project, a five-year program funded by the United States Agency for International Development (USAID) in Indonesia.
 
USAID CEGAH Program is seeking proposals from qualified and experienced service providers with experience in conducting the activities listed in point 1.3 “Required tasks and expected results” and others information as follows:

Objective: This RFA aims to select 1 (one) organization or 1 (one) consortium with 1 (one) host organization or 1 (one) private entity to explore the potential for expanding data exchange between the Supreme Court and the KPK and Prosecutor’s Offices/Attorney General’s Office by mapping and analysing the existing Direktori Putusan database maintained by the Supreme Court, the KPK’s case management system, and SIMKARI and other case management systems at the AGO (or in Prosecutor’s Offices), and by conducting a needs assessment on these databases so as to develop a data exchange mechanism between the agencies. The mapping and analysis process is also aimed at identifying the types of data that are needed and the opportunities for enhancing data exchange between these instutions so as to improve the effectiveness of the prosecution and adjudication processes in corruption cases.
 
Geographic focus: The RFA solicits applications for interventions that will be implemented in the Supreme Court, 1 (one) Special Corruption Case in each of the provinces of DKI Jakarta and Banten, the KPK, the AGO and 1 (one) Prosecutor’s Office in DKI Jakarta and Banten.
 
 
Organizations eligible to apply: Responsible, non-partisan legally-registered Indonesian civil society organizations (CSOs), private companies, independent trade unions, professional associations, non-profit, and non-governmental organizations (NGOs) including think tanks, research institutes, 
community-based organizations (CBOs) and Cooperatives with experience in advocacy and civic engagement/organizing are encouraged to apply. For profit firms may also apply, but please note no fee or profit is allowed under US government regulations. Individuals and government entities are not eligible to apply under this RFA
 
Expected Grant type: Fixed Amount Awards
 
Grant Award, Anticipated Grant Size and Duration: approximately IDR 350.688.000 for one (1) grant award. Organizations must be able to show a recent history of implementing a minimum of one grant equal to a value of at least 85% of the amount they request under this RFA. Grants will be for up to five months in duration.
