The Bogor Agricultural Institute (IPB) and Columbia University’s Earth Institute, as UNOPS main partners, have developed a “Fire Response System” which contributed to the development of policy frameworks for responding to land and peat fires. This line of work is anticipated to scale up in 2016 through the GAMBUT project (‘Generating Anticipatory Measures for Better Utilization of Tropical Peatlands), comprising capacity building, policy development, technical expertise and knowledge enhancement, and stakeholder coordination. 


The Provincial Coordinators will be based in Pekanbaru (Riau Province) and in Palangka Raya (Central Kalimantan Province). S/he will be responsible for both technical and administrative matters, serving as the primary point of contact for provincial officials within the government and responsible for day-to-day operations of the project, coordinating workshops and training exercises as well as provides services to the different donors, partners and beneficiaries.

Responsibilities
:

1.
Project Delivery and Performance
  • Implement approved project plans at provincial level (including the establishment of milestones) within tolerances set by the project management
  • Embed sustainability dimensions including social and gender inclusion, environmental and economic aspects into implementation
  • Monitor and evaluate performance of service providers
  • Identify and report potential business opportunities for UNOPS to supervisor
  • Identify and report threats to UNOPS internal business case to supervisor
  • Manage information flows and oversee change controls, risk registers and issue management
  • Manage assigned delivery for provincial level target and take responsibility for progress.
  • Coordinate and liaise with Supervisor on the implementation progress, including internal and external project reports.
  • Advise Supervisor of any deviations from the plan and update plans for their respected provincial areas.
  • Maintain reporting and records template as delegated by Supervisor
  • Support Supervisor in maintaining the following:
    • Electronic File,
    • Manage compilation, consolidation and analysis of relevant data of the mission.
    • Assist Supervisor in the reporting preparation

2.Technical Functions:
  • Supporting provincial government to tailor preventive actions to the appropriate level of fire risk and undertake proper mobilization of resources and preparation measures 2-3 months prior to the predicted fire outbreak
  • Technical assistance provided to provincial governments, the satuan kerja pemerintah daerah (SKPDs) in annual budgeting and planning processes
  • Supporting the enforcement of the recommended action plans for key short-, mid- and long-term actions developed by the Provincial Government
  • Supporting the development of a Vulnerability Mapping Toolkit
  • Supporting coordination of Vulnerability Mapping Approach trainings, Policy Development Trainings and Option Identification Workshops across the province
  • Facilitating the expansion of the FRS to include SMS and e-mail-based alert system and automated capabilities

3.
Stakeholder Management:
  • Establish solid working relationships with client and key stakeholders at provincial level
  • Manage coordination and communications to ensure stakeholders aware of project activities, progress, exceptions and are in a position to accept handover products.
  • Manage smooth information flows between project management and key stakeholders at provincial level, including improving the quality and relevance of information analysis at the provincial level.

4.
Personnel Management:
  • Lead and motivate District Officers
  • Coordinating and overseeing  District Officers and facilitating Consultants
  • Ensure that behavioral expectations of team members are established
  • Ensure that performance reviews are conducted
  • Ensure safety and security for District Officers and comply with UNDSS standards

5.
Knowledge Management:
  • Participate in the relevant Communities of Practice
  • Actively interact with other team members and/or other UN and INGO’s officials to share case studies, lessons learned and best practice on the Knowledge System.

Education At least a first university degree (bachelor's or equivalent) in...

Education
  • At least a first university degree (bachelor's or equivalent) in Management, Forestry, Agriculture, Environmental, Political or Social Sciences is required. 

Work Experience
  • At least 2 years experience working in forest and peat fire management, environmental science or sustainable natural resource management is required in combination with a first university degree.
  • At least 1 year experience in supervising/managing junior staff is required
  • Experience coordinating work between different sectors and stakeholders, particularly with civil society and provincial government networks
  • Experience coordinating project implementation
  • Experience working in an international organisation such as the UN, INGO, etc
  • Experience in dealing with relevant Indonesian Government authorities an added advantage
  • Experience in communications would be an asset.

Language
  • Fluency in Bahasa Indonesia and English language is required.
