Overview:

The
Country Finance Manager is accountable for the administrative,
financial, and risk management operations of Ipas Indonesia, to include
the development of a financial and operational strategy, metrics tied to
that strategy, and the ongoing development and monitoring of control
systems designed to preserve organizational assets and report accurate
financial results. The Country Finance Manager reports to the Country
Director and works closely with the Human Resources and Office Manager,
and finance and program staff, both in Indonesia and the United States.
Responsibilities:
Planning
• Assist in formulating the program's future direction and supporting tactical initiatives
• Develop financial and tax strategies
• Manage the capital request and budgeting processes
• Develop performance measures that support the organization’s strategic direction

Operations
• Participate in key decisions as a member of the management team
• Maintain in-depth relations with all members of the management team
• Conduct and/or manage the accounting, investor relations, legal, tax, and treasury functions
• Manage any third parties to which functions have been outsourced
• Oversee the program's transaction processing systems
• Implement operational best practices
• In partnership with the HR and Office Manager, oversee employee benefit plans, with emphasis on maximizing a cost-effective benefits package
• Supervise acquisition due diligence and negotiate acquisitions
• Participate in key decisions as a member of the management team
• Maintain in-depth relations with all members of the management team
• Conduct and/or manage the accounting, investor relations, legal, tax, and treasury functions

• Report financial results to applicable stakeholders
• Monitor cash balances and cash forecasts
• Ensure sufficient funds are available to meet ongoing operational requirements
• Ensure timely processing of accounts payable and accounts receivable and completion of bank reconciliations
• Oversee the issuance of financial information and reports
• Review and approve financial documents
• Report financial results to applicable stakeholders
• Monitor cash balances and cash forecasts
• Ensure sufficient funds are available to meet ongoing operational requirements

• Understand and mitigate key elements of the organization’s risk profile
• Monitor all open legal issues involving the program, and legal issues affecting the industry
• Construct and monitor reliable control systems
• Maintain appropriate insurance coverage
• Ensure that the organization complies with all legal and regulatory requirements
• Ensure that record keeping meets the requirements of auditors and government agencies
• Report risk issues to the audit committee
• Maintain relations with external auditors and investigate their findings and recommendations
• Understand and mitigate key elements of the organization’s risk profile

Requirements:
Minimum
• Master's degree in accounting or business administration, or equivalent business experience
• 10+ years of progressively responsible experience for a major company or division of a large organization
• 2+ years of experience working in the non-profit industry, preferable in the health or international development sectors
• Experience in partnering with an executive team, and have a high level of written and oral communication skills
• Preference will be given to candidates with an MBA in Finance and the Certified Public Accountant or Certified Management Accountant designations
• Fluency in spoken and written English
• 10+ years of progressively responsible experience for a major company or division of a large organization
• 2+ years of experience working in the non-profit industry, preferable in the health or international development sectors
• Experience in partnering with an executive team, and have a high level of written and oral communication skills
• Preference will be given to candidates with an MBA in Finance and the Certified Public Accountant or Certified Management Accountant designations
