I.        BACKGROUND
UN Women is the UN organization dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women, was established to accelerate progress on meeting their needs worldwide. UN Women supports the UN Member States as they set global standards for achieving gender equality, and works with government and civil society to design laws, policies, programs, and services needed to implement these standards. UN Women’s mandate provides support to catalytic and innovative activities that promote gender equality, women’s empowerment and human rights.
 
Building on over fifteen years of experience in the area of women, peace and security (WPS), including conflict prevention and resolution, peacebuilding, security sector reform and access to justice, UN Women Asia Pacific Regional Office has been working to ensure a gender sensitive and gender responsive approach to understanding and preventing violent extremism (PVE). UN Women’s approach to preventing radicalization and violent extremism is firmly based on the empowerment of women to build resilient, cohesive and peaceful communities – with particular attention to those that are most marginalized and in particularly vulnerable situations. Taking especially into consideration the growing threat of violent extremism in Asia and the Pacific, including the increasing trend of domestic violence incidents, UN Women is seeking to expand its efforts in the area of prevention of radicalization and violent extremism through empowered women’s influence in building resilient communities. 
 
In this context, UN Women Regional Office for Asia and the Pacific seeks to hire a consultant to provide training support to UN Women’s office in Indonesia on women, peace and security initiatives with particular attention to preventing violent extremism.
 
 
 
II.            JUSTIFICATION
UN Women would like to deliver training to strengthen the capacity of its partners working in Indonesia on promoting peaceful coexistence and resilient communities through women’s empowerment. One of the programme outcomes is to increase social cohesion in communities through women’s economic empowerment and women’s leadership. To achieve this outcome saving and loans groups will be formed and trained through weekly and monthly Inter-Community Meeting. The regular weekly and monthly meetings are designed to create a platform to spread more awareness on several issues. Economic empowerment through various training tools such as training on entrepreneurship as well as meetings to spread the message of tolerance and peace.
 
The training is developed by one of UN Women’s implementing partners and will be based on a curriculum that contains the following modules:
1.      Financial Literacy (FE);
2.      Basic entrepreneurship using the framework of Gender and Entrepreneurship Together - (GET Ahead) and the Start and Improve Your Business (SIYB) tools;
3.      Entrepreneurship training with special attention in access to the market, government agents, the private sector, social enterprise practitioner as well as academic actors will be invited to take part in the initiative, by providing technical assistance to improve women’s microenterprise capacity.
 
The consultant will be required to (1) review the curriculum from a gender perspective to ensure that the material is gender sensitive and (2) develop specific chapters related to Gender Equality, Women’s Empowerment and Women, Peace, and Security.
 
III.    SCOPE OF WORK AND SPECIFIC TASKS
Under the supervision and guidance of UN Women Indonesia Programme Specialist on Women, Peace, and Security, the consultant will undertake the following tasks:
 
  • Serve as a facilitator at the women’s empowerment, gender equality and women peace and security capacity building workshops.
  • Review and develop the curriculum as follow (1) review the curriculum from a gender perspective to ensure that the material is gender sensitive and (2) to develop specific chapters related to Gender Equality, Women’s empowerment and Women Peace and Security.

V.  COMPETENCIES
Essential knowledge and experience:
§  Excellent grasp of women, peace, and security.
§  Excellent writing skills.
§  Experience on developing curriculum on Gender Equality, Women’s empowerment and Women Peace and Security is an asset.
§  Experience conducting capacity building workshops specifically related to Gender Equality, Women’s Empowerment and Women Peace and Security in Indonesia.

VI.   CONTRACT PERIOD AND WORK LOCATION 
The consultant will be based in Jakarta, Indonesia and working home-based and at the UN Women Indonesia Office as required. The consultant might be requested to travel on a mission for which travel costs and Daily Subsistence Allowance (DSA) will be provided. Travel Authorization will be granted to the consultant prior to the travel date.
 
VII. EXPERIENCE AND REQUIRED QUALIFICATION
·       Master’s degree in Development Studies, Gender Studies, Social Sciences or related fields.
·       At least 10 years working experience on gender issues, including women, peace, and security.
·       Experience as Facilitator/Trainer related to Gender Equality, Women’s Empowerment and Women, Peace, and Security.
·       Experience in developing training modules on Gender Equality, Women’s Empowerment and Women, Peace, and Security.
·       Experience in working with UN an advantage.
·       Excellent command of written English and Bahasa Indonesia.
 
VIII.  EVALUATION
Applications will be evaluated based on the cumulative analysis.
§  Technical Qualification (100 points) weight; [70%]
§  Financial Proposal (100 points) weight; [30%]
 
A two-stage procedure is utilized in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
 
Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidates who may be contacted for validation interview.
 
Financial/Price Proposal evaluation:
 
§  Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
§  The total number of points allocated for the price component is 100.
§  The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
