Background

Oxfam in Indonesia has the vision that people in Indonesia will live
equitably and free from injustice of poverty, enjoy their rights, and are
resilient in times of disasters. To achieve this vision, Oxfam is
implementing a project entitled: Walking the Talk: Promoting Accountable
Business through advancement of United Nations Guiding Principles on
Business and Human Right (UNGP) implementation in Indonesia (known as
EU-BHR) and Strengthening capacities of Civil Society for Enhance
Governance of the Sustainable Development Goals (SDGs) in Indonesia (known
as “EU-CSOLA). The consultant for Project Planning and Budgeting is hired
to prepared and analyze Project Plan and Project Budget for EU-EIDHR and
EU-CSOLA and prepare plan to meet the target 100% spending by the end of
the project.

Objective
1. Project plan and project budget
2. Work plan to accelerate the achievement of project implementation

KEY RESPONSIBILITIES :
1. To review project plan and budget Year 2 and Year 3 from Oxfam and
partners
2. To analyze project budget and plan for estimating the expected spending
by the end of project duration
3. To discuss with Project Managers and partners the scenario to meet the
100% spending by the end of the projects.
4. To analyze and recommend adjustment and action points to meet the 100%
spending by the end of the projects.
5 To brief the project managers the scenario to meet the target
6. To prepare and submit complete report to Business Development Director

Time Line
August 21 to September 28, 2017

Skills & Qualifications
Comprehensive skills and experience in project management and project
budgeting and scheduling in particular
Skills in scenario planning and analysis to meet the target.
Good facilitation skills to collect and analyze information and data, both
quantitative and qualitative.
Able to submit report in English in timely manner.
Familiar to the EU project standard will be an advantage.

Budget
Proposals are invited institutions who meet the profile described above.
The proposal should outline the consultant’s profile (including their
CV/resume(s)), proposed management arrangements, and examples of previous
work. Proposals must also include a clear itemized budget. Any proposals
that do not include an itemized budget will not be considered.
