Project Overview and Role

Over the past decade, Indonesia has substantially increased its spending on education and now many more millions of children are in school. There is a significant void in knowledge about what teachers in Indonesia are teaching in the classroom, what the primary constraints they face are, and how teaching quality can be more efficiently and effectively improved. The Government of Australia (GOA), through the Australian Department of Foreign Affairs and Trade (DFAT), is seeking to assist the Government of Indonesia (GOI) to fill this void by establishing Innovation for Indonesia’s School Children (INOVASI).

INOVASI is an ambitious four-year (with the possibility of an extension for another four), AUD 49million program. It will collaborate closely with the GOI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: What works to improve student learning outcomes in Indonesia It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.  

INOVASI is managed by Palladium on behalf of DFAT, and formally started on 18 January 2016.

Purpose of the PositionINOVASI is looking to procure the services of a professional photographer and videographer consultant, with experience in taking education oriented photographs and documentary style video footage. This professional is expected to help INOVASI documents its various activities (including action research in the field), as well as capture the experiences and activities of INOVASI stakeholders. This includes INOVASI education practitioners, teachers and students. The captured photographs and video footage will form part of INOVASI’s larger project photo and video bank, used to shape high quality external communications products. They will be used on INOVASI’s social media platforms, website, and at key events and education forums.

Duties: Under the supervision of the INOVASI Communications Manager, the consultant will provide the following services:

  • Capture high resolution images or documentary style video footage of INOVASI’s activities and stakeholders in various parts of Indonesia, based on briefings from the INOVASI Communications, Monitoring, Evaluation, Research and Learning (MERL) and Education Program Development (EPD) teams;

  • Caption any captured photographs with specific details such as the location and date taken, name of the person (for portraits), activity and any other relevant information;

  • Ensure that informed written consent is acquired from parents or legal guardians before any children are featured in any photography/videography. Consent forms must be tagged appropriately to the relevant photographs or video footage;

  • Ensure that any and all photography and videography will present subjects in a dignified and appropriate manner;

  • Provide any captured photo and video to INOVASI on a regular basis during the period September 2017 – June 30, 2018, as required by the Communications, MERL and EPD teams;

  • Provide high quality post production photo and video editing services, with guidance from the Communications, MERL and EPD teams. Sometimes, this may be required at short notice;

  • The consultant may be required to travel to outside Jakarta as requested by the Communications, MERL and EPD teams.
Timeline: September 2017 – June 2018. Draw down inputs will be requested as needed by INOVASI.
 
Qualifications and Experiences:
  • Relevant photography/ videography certifications and/or accreditation (including photography/videography training certification, competition certification, etc.);

  • Minimum five years progressive experience as a combined photographer/ videographer (as an individual consultant or as part of a company);

  • Previous experience taking photographs and documentary style footage for education related projects and organisations;

  • Previous experience working with the Australian Department of Foreign Affairs and/or other donor funded development programs or non-governmental organisations;

  • Availability and willingness to travel within Indonesia as required by INOVASI;

  • Ownership or possession of a high resolution digital camera and associated equipment, with the ability to take high quality photos and documentary style footage;

  • The ability to provide high quality and responsive post production photo and video editing services, in liaison with INOVASI teams. The consultant should have their own editing programs;

  • Willingness to work in a responsible, flexible and collaborative manner with INOVASI.
