JOB SUMMARY:

 
The Regional Fishery Specialist (RFS) is responsible to support day-to-day coordination and implementation to ensure timely implementation of the sustainable fisheries activities in accordance with the agreed and approved USAID SEA work plan.  This will include, but not limited to, the coordination of the USAID SEA Project’s counterparts, partners, and SEA Core team, providing support for preparations of activities, and monitoring the implementation of activities such that it is in accordance to the designed objectives and outputs.  The RFS will also be involved to write reports, including minutes of meetings, activities, and progress reports in accordance with the USAID SEA Project standards and requirement Integrated Communications and Coordination Plan, and to provide recommendations and lesson learned for improvement.
The RFS is responsible to support the assessment activity needed in designing the interventions for and implementing the sustainable fisheries work plan to ensure activities are developed and implemented base on robust scientific justification and evidences. The RFS will report to the Regional Technical Director and will closely work with Sustainable Fisheries Advisor.
 

MAIN RESPONSIBILITIES AND TASKS:

 
Coordination:
  • Serve as the point of contact for the implementation of work plan activities under the sustainable fishery component of USAID SEA Project at the regional level. .
  • Provide support to initiate and facilitate active participations of Dinas Kelautan dan Perikanan and related agencies, in particular in Maluku Province to ensure regular consultations between USAID SEA Project and counterparts.
  • Utilize a network of relationship to collect and disseminate information and build support for desired objectives.
  • Engage with other relevant government agencies to stimulate better integration in planning and coordinating towards sustainable fisheries and effective fisheries managements.
     
    Technical: 
  • Participate in strategy development of project implementation, include developing Term of Reference for activities, budget plan, initiating communication and coordinating with provincial/district Marine and Fishery Offices (DKP) and related agencies
  • Coordinate with DKP and related agencies to solicit feed-back on proposed methods and procedures.
  • Support to manage project budget and resource allocations as planned.
  • Support to ensure that lessons learned and best practices are incorporated into project designs.
  • Support to develop annual work plan activities related to sustainable fisheries in line with provincial and national priorities.
 
Reporting
  • Engage implementing partners and counterparts to ensure accurate and timely financial and narrative of activities reports are prepared.
  • Support in the development of meeting notes, progress, quarterly, and annual reports.
  • If needed, provide support in data/information/literature collection and analysis.
  • Other related tasks, as requested.
 
 

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

 
EDUCATION:
Master degree in related field including fisheries, marine and coastal resources. Relevant experience and another university degree may substitute for the degrees mentioned.
 
WORK EXPERIENCE:
·       Minimum of 3 years of working experience in an equivalent position and in related field and in project management, coordinating multiple activities.
·       Experience working in a similar position for an NGO or an international organization as well as knowledge of working with government on sustainable fisheries is preferred. Must have willingness to travel to USAID SEA other field offices in North Maluku and West Papua on Tetra Tech ARD business. Must also have the ability to work effectively in a fast-paced, stressful environment, and tight deadlines. In addition, must be flexible, willing to perform other duties and work irregular hours.
 
SKILLS:
·       Fluent in Bahasa Indonesia and working knowledge of English, to be able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
·       Must also be able to create a supportive working relationship among all project teams with good problem-solving skills.
Good organizational skills, including establishing priorities and meeting deadlines, facilitate effective meetings
·       Has high cultural sensitivity working with people from diverse backgrounds, believes, ethnicities and cultures, and nationalities.
 
LANGUAGES:
Excellent Language proficiency in spoken and written Bahasa Indonesia and English
 
GENERAL:
Tactfulness and enthusiasm to the job. Good Human Relation skills, integrity and ability to work under pressure.
