*BACKGROUND*

In March 2010, the ASEAN Committee on Disaster Management (ACDM) adopted
the AADMER Work Programme that contains the strategies for implementing
AADMER. One of the flagship projects is identified by the ACDM Working
Group on Preparedness and Response was the ‘Establishment of a
fully-functional ASEAN Emergency Response & Assessment Team (ASEAN-ERAT).

The declaration of ‘One ASEAN, One Response by the ASEAN Leaders in
September 2016 in Vientiane, Lao PDR is a demonstration of ASEAN’s resolve
in strengthening its capacity to prepare for and respond to disaster
emergencies in the region and in a collective manner among ASEAN Member
States (AMS).

In line with the ‘One ASEAN, One Response’ vision, ASEAN has committed to
deliver ASEAN Leadership for Excellence and Innovation in Disaster
Management, as committed in the ASEAN Agreement on Disaster Management and
Emergency Response (AADMER) Work Programme 2016-2020 as a priority program
under Objective 8 ‘build professional in disaster management through
standardisation and certification.

In order to achieve the above objective, the ACDM Working Group on
Knowledge and Innovation Management (KIM) during the 1st Working Group
Meeting in Jakarta 2016 has endorsed the development of the ASEAN
standardisation and Certification of Expert in Disaster Management (ASCEND)
and will be led by the Professional Certification Agency on Disaster
Management (PCA-DM) of Indonesia.

Following the 2nd meeting of ACDM Working group of KIM in Dalat, Viet Nam
2017, member states has agreed on the road map of ASCEND 2016-2019 which
includes milestones such as the development of certification schemes,
training curriculum and competency modules for professional related to
disaster management in ASEAN.

Based on the 30th ACDM meeting in Vientiane, Lao PDR on 4 April 2017,
member states has decided to develop competency standards and supporting
documentation in 5 sectors consisting of: 1) Rapid Assessment, 2)
Humanitarian logistics, 3) Emergency Operations Centre, 4) Water,
Sanitation and Hygiene promotion (WASH) and 5) Shelter sectors.

Concurrently, the AHA Centre would like to further develop the capacity of
the ASEAN Emergency Response and Assessment Team (ASEAN-ERAT) members, so
that they have more capabilities, skills and knowledge on specific area, as
part of the ASEAN-ERAT Transformation Plan. As part of the ASEAN-ERAT
Transformation Plan, the AHA Centre is required to have a well-structured
curriculum based on standardised competencies for an Advanced Course
training course on rapid assessment. This is aligned with the ASCEND
initiative on the development of standards and documents in the five
sectors.

Therefore, in the support of PCA-DM of Indonesia, UNICEF is seeking the
services of an individual consultant who will lead the process on the
development of relevant documents related to standardization and
certification in the WASH working group (see TOR of ASCEND Working Group)
and ensure the deliverables of the working group are met as well as use
this opportunity to link the WASH Cluster (of which UNICEF is the lead) to
be part of this initiative and ensure it leads to strengthening of the
Cluster capacity. These documents will also then be a standard reference
for the AHA Centre and ASEAN member states to build the capacity of the
ASEAN-ERAT and ASEAN member state ‘Experts in Disaster Management’.

*WORK ASSIGNMENT *

1. Desk study and analysis on any existing materials related to WASH
humanitarian sector (national, regional and global)

2. Co-chair and facilitate working group meetings

3. Develop draft version of standards and manuals, consisting of:
competency standards, trainer’s manual, trainee handbook and assessor
manual for WASH

4. Consolidate feedback from relevant institutions, including (but not
limited to) ASEAN Member States, UN agencies, non-governmental
organisations, training institutions, and subject matter experts.

5. Facilitate discussion of the feedback with the working group
members, and

6. Finalise the relevant manuals and documents

All the information resulted to be developed into a structured and
well-written document in English

*DELIVERABLES: *

1. Development of work plan for the working group; Gathering feedback
from ASEAN Member States and other relevant institutions

2. Competency standards for WASH

3. ASEAN trainer’s manual for WASH

4. ASEAN trainee’s handbook for WASH

5. ASEAN assessor’s manual for WASH

*IDEAL PROFILE OF THE CONSULTANT: *

· At least Master Degree in WASH, Public Health, development and/ or
disaster management studies

· At least 5 years of relevant professional experience establishing
and conducting training in rapid assessment, including TOTs, using adult
learning methodologies

· Experience in designing training curriculums and training materials
(e.g. handbooks/ manuals) based on adult learning approaches

· Fluency in English and Bahasa Indonesia
