Yayasan Plan International Indonesia Job Vacancy : ASRH Program Advisor


Yayasan Plan International Indonesia is presently implementing its country strategic 4 (CS 4) covering fiscal year 2017 to 2022, where the country objective has been defined as “to identify and facilitate the removal of obstacles that prevent children from enjoying their rights and participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that advances children’s rights and equality for girls”. This goal will be achieved by providing technical support and implementing quality programs and projects through partnership. An effective and efficient communications strategy is a must for Plan Indonesia to share the outcomes of these projects to influence different actors, specially state authorities and to position Plan’s profile within and outside at different levels – starting from community, sub district, district to national, regional and international levels.

Adolescence Sexual Reproduction Health (ASRH) Program Advisor
Responsibilities
Key Result Area (KRA) 1: Responsible to design/develop high quality and effective projects and interventions following Plan’s Global Strategy that effectively support to achieve CS4 objectives of Yayasan Plan International Indonesia.  Produce innovative and high quality project design aligning with program strategies and focus that support the specific objectives of ASRH component as well as overall objectives of CS4 of Yayasan Plan International Indonesia.Review and update DECIDE Program detail implementation plan with detail strategies, activity plan, interventions and process along with necessary outcome level indicators.Work with other departments to review and co-develop program plan in different areas like advocacy, communication, documentation, monitoring and evaluation and research.
Key Result Areas (KRA) 2: Responsible to provide technical support to DECIDE project implementation team to implement designed program, projects or interventions in a planned way with quality and standard to achieve CS4 program objectives. Indicator for success: Establish and disseminate standard implementation of ASRH among the implementation teams and partners to ensure quality implementation of designed program, projects and interventions that achieve the CS4 objectives. Develop teaching learning materials, modules, manuals, guidelines aligning with nationally defined curriculum and competencies and at the same time program strategies and approaches. Design TOT concept and curricula for technical cadres through various project implementation within DECIDE program. Develop monitoring and supervision mechanism with necessary guidelines and tools along with specific feedback mechanism that continuously improve the activities and interventions to achieve the DECEIDE program objectives.Develop professional capacity of ASRH team members following a defined strategy and plan that supports the quality implementation and monitoring of the program.
Key Result Areas (KRA) 3: Responsible to advocate for Yayasan Plan International Indonesia’s program, strategies, approaches, interventions with government, development partners and INGOs and to ensure Plan emerges as a credible technical partner in ASRH sector  Indicator for success: Establish and maintain effective linkage with government’s relevant departments and ministries and strategic networks to ensure influence at national and regional level. Support the development of ASRH advocacy and communication strategy including necessary materials developed and used at different level to do evidence based advocacy to mainstream Yayasan Plan International Indonesia program, interventions, strategies or activities. Run Plan International’s global campaign with necessary focus in the context of Indonesia involving relevant government and non-government organizations. Ensure ASRH projects, interventions and activities recognized by government and others and adopted by mainstream and alternative systems.
Key Result Areas (KRA) 4: Represent Yayasan Plan International Indonesia in different national and international forums, networks on ASRH sector and at the same time in different technical committees/forums of government and non-government to increase profile of Yayasan Plan International Indonesia and create networks and partnership for scaling up program. Indicator for success: Establish and maintain effective linkage with national and international forums and networks on ASRH sector. Represent Yayasan Plan International Indonesia in different government and non-government technical committees so that Plan role is recognized as important credible partner. Active in different networks and leads different technical and networking initiatives to raise profile of Yayasan Plan International Indonesia. Establish meaningful partnership and joint initiatives taken by credible organizations in different thematic areas of ASRH. Work with communication team to ensure Yayasan Plan International Indonesia DECIDE program features represented in different media like print, electronic and social. 
Key Result Areas (KRA) 5: Provide support to raise fund through developing high quality concept note, proposal, research, technical document, reports as well as maintains a network and relationship with external and internal donor and development partners. Indicator for success: Co-develop high quality concept note and proposal of transformative gender project with specific outcomes on influencing and girls-focus. Maintain effective linkage and relationship with NOs, internal and externals donors and development partners. Work with business development team in engaging with potential corporate and institutional donors as account manager in order to support the achievement of annual grant acquisition target.
Requirements:
At least 5 years experiences in sexual and reproductive health sector. At least 2 years experiences working with children, groups and communities. Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform. Knowledge on Child Rights, Gender and Inclusion. Experience with training and capacity building. Experienced in external representation with stakeholders from civil society, governments and/or UN bodies. Knowledge of current development policy trends and frameworks, especially the Sustainable Development Goals and child rights aspect. Experience of planning, developing and managing projects or events. Excellent written and verbal communication skills, including public speaking, policy development and fluent written/spoken English.
