Catholic
Relief Services (CRS) is a US – based humanitarian and development organization
working in over 100 countries around the world to assist people victims of
disasters, people in need and the disadvantaged regardless of race, belief or
nationality. CRS has been operating in Indonesia since 1957 under the
Memorandum of Understanding with the Ministry of Social Affairs to provide both
humanitarian response and long-term development to the most vulnerable
communities. CRS Indonesia’s current strategy includes emergency preparedness
and response, disaster risk reduction, and integrated agriculture and livelihoods.
CRS/Indonesia
is currently hiring for Disaster Risk
Reduction Program Manager (DRRM) to be based in Jakarta or Bogor. This
position will report to Country Manager.
PRIMARY
RESPONSIBILITY
1. The Disaster Risk Reduction (DRR) Program Manager will be responsible
for the overall implementation of DRR program according to the approved
proposal, Detail Implementation Plan (DIP) and Project framework (Proframe). in
Jakarta and Bogor
2. Supervises, mentors and coaches the DRR Field Officer to ensure
adherence to agency and country program standards, guidance, and best practices
particularly in DRR.
3. Identifies staff training and capacity development needs related to
the implementation of DRR projects and to ensure training to staff in all
aspects of project planning, approaches, concepts, implementation, monitoring
and evaluation.
4. Supports CRS country program’s proposal development growth efforts and
lead strategic relationships with implementing partners, government agencies,
and NGOs working in the DRR sector.
5. The PM will represent CRS in coordination with project consortium
member, represent CRS in DRR program coordination and partnership activities at
national and district level and also lead technical design of DRR interventions
in collaboration with CRS, partner staff and other key stakeholders.
6. On Budget management, the PM will manage and maintain the project
budget, and tracks the project expenses regularly and coordinate with the CRS
finance staff and partners to carry out budget planning for the project: make
cast forecast, analyze budget comparison report (BCR) and assist in financial
reporting.
7. Lead project staff and partners on data collection and analysis
through participatory needs /assessments, baseline surveys, and end of project
surveys in accordance with CRS MEAL Policies and Procedures
8. Prepare timely reports on a regular basis in accordance with CRS’
and/or donors’ reporting requirements.
QUALIFICATIONS and EXPERIENCES:

Graduate in social science or related field, Master’s Degree in
Development, Social Science, DRR Science is preferable.
·
At least 7 years professional experience in the technical area of DRR
in management position, preferably in international NGOs
·
Strong skills and track record in proposal and report writing (in
English)
·
Demonstrates good networking in this emerging technical field within
Indonesia.
·
He/she should have professional skill and knowledge on advocacy to
government, protection and gender mainstreaming in the project.
·
Demonstrates knowledge of and experience with best practices for
emergency preparedness and DRR, in variety of operational contexts.
·
Ability to design training materials and modules, and facilitate
trainings.
·
Familiarity with current approaches and guidelines for M&E, impact
measurement and accountability in humanitarian & development sectors.
·
Demonstrates qualities of oral and written communication skills,
cultural sensitivity; ability to work in teams, and operate in emergency environments
Required Foreign Language: Proficiency in English,
both oral and writing. (mandatory)
Required Travel:
CRS Indonesia currently
working in DKI Jakarta, West Java, NTT, East Java, Bali and Lombok, Central
Kalimantan and Central Sulawesi on disaster preparedness and climate change
adaptation project. In the event of a CRS emergency response, all CRS Indonesia
staff may be requested to travel to CRS project areas if necessary and/or
deployed to other parts of the country.
