Netherlands Leprosy Relief (NLR), is a professional organization
working in the field of leprosy and disability in 16 leprosy endemic countries.
Each year, around 219.000 people globally are diagnosed with leprosy. Indonesia
ranks number 3, with relatively high disability rates. NLR, with its
International Office in Amsterdam, has been supporting projects in
Indonesia since 1967. The main partner of NLR Indonesia is the Ministry of
Health (MoH) and activities are aligned to MoH policies and priorities. At
provincial level, the Leprosy Control Program Technical Advisors (LCTAs) are
strengthening the capacity of the provincial and districts government’s health
staff to improve the quality of leprosy services. Next to supporting leprosy
control, NLR Indonesia’s Inclusion and Disability program aims to support and
advance holistic, community-based rehabilitation and sustainable inclusive
development for persons with disabilities, including children with disabilities
and people affected by leprosy.
LEAP
(Local Economic
development of people with disability through active Advocacy for
an inclusive Policy) is 3-years project start on September
2017, its aiming at inclusion of people with disabilities in the
economic sector. People with disabilities are especially vulnerable and
their access to jobs and self-employment is limited. The project aims to strengthening lobby and advocacy
capacity of Disabled People Organisations (DPOs) to claim their rights.
The project will be implemented in the 3 districts in Indonesia.

(Senior) Project Officer
based in Jakarta
The
Project Officer’s prime responsibility is to independently organise the
project implementation, empowers the partners and monitors the interventions. The Project Officer will work closely
with the LEAP Team, IAD Programme Manager and the team, the committee members
and all related stakeholders in national, province and district levels.
Duties and Responsibilities
- Develop the detail implementation plan of the project, together with the team.
- Implementing the activities in an accountable manner
- Leads the day-to-day management of the project, leads the district officers
- Build and maintain close cooperative relationship with relevant stakeholders and partners.
- Reporting and documenting the project
- Identifies issues which may impact scope, quality, or delivery of project and ensures appropriate communications to project team;
- Serves as communication channel between project team and partners regarding project status and issues that need follow up;
- Conduct Monitoring and Evaluation (M&E) activities and make overviews of quantitave information;
- Coordinates with partners on financial and narrative reports; ensures timely reporting of partners;
- Assists Finance team in tracking and managing expenditures within approved budget plans and re-programming when needed;
- Supports the team in providing technical assistance to partner organizations regarding the implementation of the program during field visits and workshops;
Key Requirements
- Bachelor degree in social studies, economic and other related development studies;
- Good understanding of results based management and what this entails;
- Good understanding of the government structures and the regulations.
- Minimum 5 (five) years experience in economic development, business development, entrepreneurship, and/or public-private sector relations
- Minimum 3 (three) years experience working in lobby and advocacy.
- Minimum 3 (three) years experience in a similar position in I/NGO;
- Preferable experience on disability issue.
- Ability to develop and maintain good working relationship with various partners;
- Proven ability to develop work plans, terms of reference, monitoring and evaluation plan;
- Used to work in a dynamic and sometimes challenging environment;
- A team player and at the same time able to work independently;
- Proven skills in the following areas: reporting, problem-solving abilities, ability to cope with pressure, facilitating and mentoring, and networking skills.
- Excellent written and oral communication skills in English and Bahasa Indonesia, including the ability to clearly and concisely communicate complex concepts to a general audience.
