Sustainable Palm Oil Production Agriculture-Curriculum Consultant


Swisscontact was established in 1959 as an independent organization by prominent individuals from the worlds of commerce and science in Switzerland. Swisscontact promotes economic, social and ecological development by supporting people to successfully integrate into local commercial life. Swisscontact focuses on four core areas of private sector development: Vocational Education & Training, SME Promotion, Financial Services and Resource Efficiency.  A registered international Non-Government Organization (NGO) with the Ministry of Home Affairs, Swisscontact has worked in Indonesia since 1973.
 
SCPP Background
Swisscontact began implementing Sustainable Cocoa Production Program (SCPP) in 2012. SCPP is a large Public-Private and Producer Partnership (PPPP) in the cocoa sector, including the Government of Indonesia representing the producer country, several donors from consuming countries, and farmer communities in 50 districts across the main cocoa producing provinces in Indonesia. Swisscontact plays the role of a “neutral broker” bringing together all stakeholders within the scope of the development program to ensure inclusiveness, transparency, traceability and ultimately sustainability of activities.  SCPP will benefit 165,000 smallholder cocoa farmers by 2020.

Assignment Background
Swisscontact has begun applying the lessons learned in SCPP to other small-holder commodities in Indonesia. This consultancy opportunity is linked to the application of lessons from SCPP to help small-holder palm oil producers integrate efforts towards a sustainable approach for the palm oil sector. The consultant addressed in this TOR will provide the agricultural expertise needed to modify the SCPP Good Agricultural Practice manual, design a curriculum for Farmer Field School for small-holders, and outline training needs for small-holder palm oil producers.
 
Assignment Objective
Objective of the assignment is to produce a comprehensive training module (for application with the Farmer Field School methodology) that will improve the competitiveness of individual palm oil growers in line with industry-recognized sustainability and traceability standards, through the following:
                    Analysis of SCPP GAP manuals and extraction of relevant materials;
                    Assessment of other existing small-holder palm GAP manuals currently available;
                    Outlining the strengths and weaknesses of existing materials 
                    Consultation with independent CPO mills to define the most desirable and relevant topics on practical knowledge to increase the performance and productivity 
 
This assignment should address current problems in productivity and quality of individual growers. The output of the assignment should contribute to the inclusion of individual growers in a sustainable traceability scheme set by the industry and led by the international demand.
 
Methodology and Scope of Work

The award of this opportunity can be given to an organization and/ or an individual. The assignment must start immediately and all deliverables must be submitted in final form no later than 31 January 2018. There is no opportunity to extend the contract and the funding source will expire on 31 January 2018. Candidates that are not able to comply with this deadline should not apply.
 
Deliverables and Submission Deadlines
The deliverables are as follows:
1.                   Consultant assessment report (determined good practices towards the palm oil sustainable mechanism standard);
2.                   Small-holder palm-oil GAP manual;
3.                   Curriculum including duration for FFS cycle based on the GAP palm oil manual, including suggestions for apply additional manuals used in SCPP;
4.                   Recommendations for additional program activities to support FFS using the result GAP manual.
Deadline for final deliverables: 31 January 2018
Cost and Allowances
For the assignment of the consultant, Swisscontact provides:
·         Air tickets from the Home office to the field work location;
·         Local transportation during field work;
·         Daily allowance for the field work in accordance with Swisscontact standard per diems and hotel cost. Accommodation will be organized by Swisscontact;
·         FGD and other meeting related expenses, to be specified and approved by Swisscontact in advance.
 
Education
Advanced university degree in agronomy, estate crops, sustainable agriculture development, agro-research or another relevant field.
Experience
·         Strong experience with agricultural science and good agricultural practice in the palm oil sector;
·         Experience in the development FFS curriculum- process in the palm oil sector or other sector that is relevant;
·         Familiarity with palm oil sustainable mechanism standards that are used in certification and traceability;
·         Good English proficiency written and oral.
 
Confidentiality
Any sensitive information or data concerning Swisscontact projects, activities, financial information and/or internal procedures entrusted to or exchanged with the Consultant is strictly confidential and cannot be used by the Consultant for any other purpose, except with written consent of Swisscontact. This confidentiality obligation remains valid after completion of the assignment

·         CVs of all experts who will participate in the work defined
·         Calendar with the delivery dates of the 4 required delieverables
·         Confirmation that all work will be completed (including time for review and revision) by 31 January 2018
·         All-in costs for the deliverables
