Sustainable Palm Oil Production Inclusive Market Assessment Consultant
Swisscontact Background
Swisscontact
was established in 1959 as an independent organization by prominent
individuals from the worlds
of commerce and science in Switzerland. Swisscontact promotes economic,
social and ecological development by supporting people to successfully
integrate into local commercial life. Swisscontact
focuses on four core
areas of private sector development: Vocational Education &
Training, SME Promotion, Financial Services and Resource Efficiency. A
registered international Non-Government Organization (NGO) with the
Ministry of Home Affairs, Swisscontact has worked in Indonesia since
1973.
SCPP Background
Swisscontact began implementing
Sustainable Cocoa Production Program (SCPP) in 2012. SCPP is a
large Public-Private and Producer Partnership (PPPP) in the cocoa
sector, including the Government of Indonesia representing the producer
country, several donors from consuming countries,
and farmer communities in 50 districts across the main cocoa producing
provinces in Indonesia. Swisscontact plays the role of a “neutral
broker” bringing together all stakeholders within the scope of the
development program to ensure inclusiveness, transparency,
traceability and ultimately sustainability of activities. SCPP will
benefit 165,000 smallholder cocoa farmers by 2020. Swisscontact now
wants to leverage the experience of SCPP and look for ways to apply
success of the program to the small-holder palm oil
sector.
Assignment Background
This assignment outlines an activity that will integrate efforts towards a sustainable approach for the palm oil sector.
Swisscontact proposes to conduct an inclusive market assessment aimed at better integrated data from PalmOilTrace[1]
aimed at sustainability and inclusivity in the small-holder palm oil market.
Swisscontact has been working recently into palm oil and deepen its knowledge on the market dynamic of the sector.
Together with PT Koltiva, an
Indonesian software start-up, Swisscontact has overseen the development
of PalmOilTrace, a credible certification benchmark platform in the palm
oil sector by guaranteeing that the work with individual
growers is delivered and documented correctly.
Assignment Objective
Based on the data and relationship with
market actors in PalmOilTrace* development, Swisscontact has identified a
potential opportunity to work together with significant off-takers of
palm oil. The objective
of the assignment is to create
groundwork to develop market driven solutions i.e. tailored
interventions to include more individual growers into the off-takers’
sustainable system standard,
through the following:
•
A market investigation of
the palm oil sector in the region of Riau, Sulawesi to define comprehensive market dynamics around a sustainable palm oil value chain;
•
Mapping of actors of
the palm oil sector in the region of Riau, Sulawesi aimed at understanding gaps in existing business models.
This assignment should integrate existing
efforts and results of PalmOilTrace from the of the palm oil sector in
the region of Riau, Sulawesi with the current mechanism towards systemic
change in addressing the problems in palm oil
sector. Eventually, the output of the assignment should contribute to
the inclusion
of individual growers into high quality standards and principles set by the industry led by the international demand.
*
PalmOilTrace is a tailored-software application developed and managed
by PT Koltiva. It consists of data sets of palm oil independent growers
that could be designed and developed based
on the need of clients.
Methodology and Scope of Work
The consultant will work independently for this inclusive market assessment
of the palm oil sector in the region of Riau, Sulawesi.
Swisscontact will provide the consultant with data from PalmOilTrace and
extend the established connection with independent mills as one of key
players in the palm oil sustainability system. The
assignment will include meetings with the Swisscontact
team and relevant stakeholders including Swisscontact and implementing
partners’ staff and program-supported farmer organizations, farmers,
local government, palm oil training and research institutions, extension
services and others as needed, as well as field
visits. The resulting deliverables will be developed using desk study,
semi-structured interviews, in-depth interviews, FGDs and other methods
defined by the consultant.
Duration of the Assignment
The award of this opportunity can be given
to an organization and/ or an individual. The assignment must start
immediately and all deliverables must be submitted in final form no
later than 31 January 2018. There is no opportunity
to extend the contract and the funding source will expire on 31 January 2018. Candidates that are not able to comply with this deadline should not apply.
Deliverables and Submission Deadlines
The deliverables are as follows:
1.
Palm Oil Inclusive Market assessment report
of the palm oil sector in the region of Riau, Sulawesi
2.
Intervention
Plan including proposed financing model and collaborative practical
scheme for individual growers towards certification process
Cost and Allowances
For the assignment of the consultant, Swisscontact provides:
·
Air tickets from the Home office to the field work location;
·
Local transportation during field work;
·
Daily allowance
for the field work in accordance with Swisscontact standard per diems
and hotel cost. Accommodation will be organized by Swisscontact;
·
FGD and other meeting related expenses, to be specified and approved by Swisscontact in advance.
Education
Advanced university degree in business, economic development, sustainable agriculture development, or other relevant field.
Experience
·
Strong experience in value chain development and inclusive market approach;
·
Excellent analytical skills and familiarity with quantitative and qualitative research methods;
·
Good English proficiency written and oral.
Confidentiality
Any sensitive information or data concerning
Swisscontact projects, activities, financial information and/or
internal procedures entrusted to or exchanged with the Consultant is
strictly confidential and cannot be used by the Consultant
for any other purpose, except with written consent of Swisscontact.
This confidentiality obligation remains valid after completion of the
assignment
