Request for Proposal : the IDBP (Indonesia Domestic Biogas Programme) 2017 Biogas Users Survey

Yayasan Rumah Energi for IDBP (Indonesia Domestic Biogas Programme ) Programme  currently will engage a suitable consultant to conduct the biogas survey for the current year 2017 to capture the impact of the IDBP in the provinces of: Lampung, West Java, Central Java, Yogyakarta, East Java, Bali, South Sulawesi, Nusa Tenggara Barat and Nusa Tenggara Timur (Sumba).

The main objective of the 7th Biogas Users Survey is to make a comprehensive assessment of the impacts of the biogas plants installed so far on energy, health & sanitation, and agricultural systems as well as technical, socio-economic, environmental and gender concerns. In addition to local impacts, the survey also should provide information to evaluate the global environmental impacts of biogas plants and include the additional parameters needed to measure the carbon emission reductions and broader sustainable development benefits generated under the programme in line with guidance set for by the Gold Standard
The sample of biogas household will cover the biogas user from the 1st to the 8th year of the implementation of the programme.
The IDBP 2017 biogas survey consists of separate but interrelated assessment:
1.      Biogas User Survey: face to face structured interview to the biogas user household as per selected year of implementation in all provinces
2.      Usage survey: phone interview to the biogas user household as per selected year of implementation in all provinces
3.      Kitchen Performance Test: direct observation and technical evaluation relating the use of energy among Biogas users in a day; to biogas household in all provinces
4.                4.       Kitchen Performance Test: direct observation and technical evaluation relating the use of energy among Biogas users in a day; to non-biogas household in all provinces
5.                5.      Baseline survey: face to face interview towards non-biogas users but considered as potential household that will apply for biogas in the future in all provinces.
6.               6.      Leakage assessment: direct observation and technical evaluation to non-biogas household relating to the unused energy or high emitting energy (non-renewable or fossil fuel) – because of declining
