Overview

The Indonesia Sustainable Ecosystems Advanced (SEA) Project is a five-year contract that supports the Government of Indonesia to conserve biological diversity and improve the governance of marine resources at local, district, provincial and national levels. By using an ecosystem-based approach to management and engaging key stakeholders, the SEA Project will 1) enhance conservation and sustainable use of marine resources by reforming fisheries management and promoting marine protected areas to enhance fisheries productivity, food and nutrition security, and sustainable livelihoods within the target area; and 2) strengthen the leadership role and capacity of the Ministry of Marine Affairs and Fisheries and local governments to promote conservation and sustainable fishing. The SEA Project is implemented by Tetra Tech and a consortium of 13 implementing partners and runs from March 2016 through March 2021.

The SEA Project is predicated on an ecosystem approach to fisheries and marine resources management, which implies that it will integrate across sectors and assist in the development of plans and implementation actions that address biophysical, governance and socio-economic concerns.  To accomplish this vision of ecosystem approach and integration, it will need to formulate a consistent level of baseline information for project areas so that actions and longer-term plans will truly address the underlying issues and threats to the geographic areas of focus.  Such an approach will also provide a model for other areas in Indonesia and a systematic means of scaling up coastal and marine resource management by local districts, provinces and the national government.

Background

The objectives of the SEA Project are to:
  • Support enhanced conservation and sustainable use of marine resources by reforming fisheries management and promoting marine protected areas to enhance fisheries productivity, food security, and sustainable livelihoods within the target areas.
  • Support the strengthening of the leadership role and capacity of the MMAF and local governments to promote conservation and sustainable fishing.

Overall, at the end of five years, USAID assistance through SEA will have improved the conservation and management of Indonesia’s marine biodiversity through increased capacity and the practical application of marine conservation and sustainable fisheries management.  To achieve the objective, data management specifically for fisheries holds an important aspect to the Project. The SEA Project will recruit the IT Officer to work with the technical team providing logistic for sound project interventions.

Job Summary

The Information Technology (IT) Specialist is responsible for IT support for the administration of the project office IT system, including: Set up and maintenance of the project office IT environment; application of methods for the proper and efficient use of IT; implementation of procedures to ensure integrity of data; and management of servers (archiving, electronic mail, security). S/he will serve as a technical resource for project staff and assist with troubleshooting IT issues. Additionally, s/he will assist the admin team with routine tasks related to activity support and project inventory management and tracking.
Tasks         
  • Maintain network infrastructure including ISP connection, Windows 2008 server, router, Wireless Access Point, Ethernet switches/hubs, printers, faxes.
  • Maintain Mail Server, Microsoft Outlook in every computer for troubleshooting.
  • Ensure windows server and other software is maintained and that patches are promptly applied on computers in the local office.
  • Ensure anti-virus signature file is kept current and updated.
  • Ensure all information is backed up and maintained in accordance with Tetra Tech policies and procedures.
  • Perform IT support that includes installing, configuring, and maintaining province IT infrastructure and systems which include share internet access, network devices, file/database server, backup systems and other IT related support tasks .
  • Provide daily operational and maintenance (help desk) services to users, namely, troubleshooting and repairs for hardware, software, and network problems.
  • Oversee the purchase of office IT supplies in coordination with the procurement Officer, this is including providing assistance in selecting the vendor for hardware, software and the LAN network through a competitive process.
  • Arrange for and oversee the maintenance of office equipment in coordination with office manager.
  • As directed, serve as a liaison with home office on field personnel IT inquiries.
  • Serve as primary liaison with IT-related vendors and suppliers.
  • Provide back up support to the SEA data management system and personnel as required
Qualifications
         
Education :
University degree in information technology or similar field (relevant experience and another university degree may substitute for the degrees mentioned).

Work Experience
Minimum 5 years experience in information technology with emphasis on the following :
- LAN Windows administration (Server 2008 and Windows 7)
- Practical experience with Oracle and MS SQL database
- Firewall and VPN configuration, exchange, DNS, DHCP, Active Directory, backups, antivirus
- Security policies
Minimum 5 years experience in IT systems analysis with ability to prepare reports and documentation clearly and objectively
Strong communication of English skill (oral and written)
Familiarity with USAID procurement regulations and procedures preferred
Professional level in English

General :
Able to work under pressure and tight deadlines
High degree of adaptability to varied working environments and good interpersonal and teamwork skills
