Background :
About ChildFund Indonesia
ChildFund is an International NGO that has been
implementing child-centered projects in Indonesia since 1973. Currently we work
through its partners in parts of 31 districts and municipalities in eight
provinces namely: Jakarta (3 districts), Banten 1 district), West Java (2 districts),
Central Java (7 districts), DIY Yogyakarta (2 districts), Lampung (3
districts), South Sumatra (2 districts), and East Nusa Tenggara 11 districts).
Presently ChildFund’s work is quite dispersed across the nation, within
provinces, within districts and even within sub-districts; this means that
ChildFund is having greatest impact at household and community levels.
To date, 432,615 children and families have benefited
from this program, ChildFund Indonesia works in partnership with community
based organizations throughout Indonesia to suppport children and youth who are
Deprived, Excluded and Vulnerable (DEV) so that they can improve their lives
and become young adults, parents and leaders who will bring lasting and
positive change in their communities
Our focus are Child Protection Education, Health,
Emergency Response, Disaster Risk Reduction, Food Security, Economic
Development, and Gender Mainstreaming, this all sectors to promotes societies
whose individuals and institutions participate in valuing, protecting,
and advancing the worth and rights of children
GADIS Projects
The goal of GADIS Project; Vulnerable infants, teenage girls/young
women living in catchment areas known for trafficking in Special Region of
Yogyakarta and Central Java are protected and prevented from human
trafficking. Since the situation of human trafficking, especially
children and adolescents still remains as existing issue or serious concern in Indonesia. Many
cases of human trafficking have been revealed with various purposes. Vulnerable
groups are children and young women, that is the young women who had been married with very limited economic
situation to support the needs of families and to solve the inability to
face the economic situation of the family, often causing them to be targeted by
traffickers even the parents because of the lack of information and unable to
care of their
children or baby and then handed over to persons without going
through the proper procedures. This is to make children or their baby have a high risk of
becoming victims of trafficking for the purpose of exploitation or organ
trafficking.
ENDLINE SURVEY AND GADIS PROJECT FINAL
EVALUATION
The activity establised its objective as
being to :
1. To review the effectiveness and
achievements of the project and to make recommendations for the improvement and
scaling up of the project.
2. To analyse challenges and lesson learned of project implementation
3. To identify opportunity and provide
recommendations in order to strengthen ChildFund Indonesia project model on
Child Trafficking (GADIS Project)
4. To identify and see the relevance of
the project for prevent Trafficking
5. Measuring aspect of equality and non-discrimination and participation: by
specific question to equality and non-discrimination

- Has
the program reached the target population according to predetermined criteria?
- What
are the constraints and opportunities encountered in achieving the target of
80% of female participants?
- Has
the program accommodated DEV youth
from the educational, economic and access to information & employment
opportunities?
- Does
the program contribute to raise awareness to community about Safe Adoption
and alternative care option to prevent Child/Human Trafficking?
- Does
the program contribute to reducing the discrimination experienced by program
participants in obtaining employment opportunities and developing a
business?
- What
mechanism has the program developed to reduce discrimination?
- Are the 'excluded'
groups already covered by the program? If not, what is the recommendation of
the consultant to reach the excluded group and how to make the excluded group
criteria

- Are
stakeholders involved in cycle or program implementation? What role does each stakeholder play?
- How the level of
stakeholder involvement that has occurred is in accordance with the
objectives?
- To what extent
teenage girls and young women can meaningful involve in that project and
prevention of trafficking
Target of this activities :
Childfund’s working area in Central Java (7 districts
in 3 Local Partners) and Special Region of Yogyakarta (2 District 2 Local
Partners)
II. Scope
of Works
The external consultant is expected to :
1. Review the Project’s Base Line
indicators and other project documents
2. Develop the endline survey questionairy
to capture the progress in the project indicators
3. Train the field enumerators to ensure the
quality of the gathering data process
4. Supervise the endline gathering data
process
5. Analyze the results and capture best
practice improvement needed and recomandation for each program sustainibility
6. Submit draft endline report, present the
draft to Childfund International for review and command
7. Submit the final report integrating the
comments from ChildFund. The report should highlight the baseline vs endline
KAP indicators/results
III. Deliverabels :
1. Inception
report-this nneds to be submitted 5 days after signing of the
contract. It is to contain the following : (a) reserach framework,
metodology adn tools (b) survey questionares (in Bahasa and English), and (c)
survey mobilization plan. The inception report will be approved by
Childfund International
2. Eneline
survey report- this will be submitted within the approved time framed as
presented in the inception report. The report should be in English
and shall specifically covers the indicator in the approved GADIS PROJECT
document.
3. Presentation
of the draft report to childfund international staff 2 days afters submission
for the first draft
4. Submitted
the final report a week after Childfund International has provided the comments
and clarification (electronic and hard copy)
IV. Durasi
The study is expected to commence in January
2018 upon signing of the contract and will end in February, 2018 upon
submission and approval of the report by ChildFund Indonesia.

V. Consultant
Qualifications
1. Preferably
domicilied in the area of Central Java and Specific Region of Yogyakarta
2. At least 5 years
proven track record in conducting Baselines, Endline, program evaluations and
related surveys. Experience in conducting KAP survey will be an advantage.
3. Familiarity with
child development NGOs and development work or at least 5 years of progressive
experience in development work.
4. Advanced analytical sk ills and writing
(in scientific, elaborative and concise manner)
5. Must possess an
ability to work well under pressure and the ability to seek and synthesize
information and communicate in a compelling and succinct form.
6. Cross cutting understanding and knowledge on ECD programming
in Indonesia, will be an advantage.
7. English proficiency both oral and in writing.
8. Self motivated,
details oriented and highly organized
VI. MODE
OF PAYMENT
Payment will be made (by bank transfer or
in check, whichever is applicable) based on the completion of agreed
deliverable(s). Upon signing of the contract, ChildFund Indonesia will provide
certain percentage as mobilization fund, based on ChildFund’s policy and
practice.
