Catholic Relief
Services (CRS) is a US – based humanitarian and development organization
working in over 100 countries around the world to assist people victims of
disasters, people in need and the disadvantaged regardless of race, belief or
nationality. CRS has been operating in Indonesia since 1957 under the
Memorandum of Understanding with the Ministry of Social Affairs to provide both
humanitarian response and long-term development to the most vulnerable
communities. CRS Indonesia’s current strategy includes emergency preparedness
and response, disaster risk reduction, and integrated agriculture and livelihoods.
CRS/Indonesia is
currently hiring for MEAL Officer (MO) to
be based in Jakarta. This position will report to MEAL Coordinator.
PRIMARY RESPONSIBILITIES
1.
Responsible for implementing monitoring,
evaluation, accountability and learning (MEAL) initiatives for CRS Indonesia,
which could include the project, Education and Socio-Economic Assistance for
Refugees in Jakarta.
2.
The MEAL Officer’s role includes but is not
limited to: the development of gender and protection-sensitive standardized
data collection tools and database systems, frequent data collection,
verification of results reported, analysis and presentation of findings and
project progress, implementation of project accountability mechanisms, and the
provision of feedback to partners.
3.
To ensure that systems are in place to measure
programs’ impact and progress, and that data is readily available to be used as
a foundation for programmatic adjustments and evidence-based decision-making.
4.
In consultation and guidance
from MEAL Coordinator, participate in the development and standardization of
gender and protection-sensitive forms and tools to collect
data on project indicators, results, effects and impacts (Simple Measurement of Indicators for Learning and
Evidence-based Reporting, also known as SMILER)
5.
Develop data flows, reporting maps and
templates, to ensure the appropriate information arrives to the right program
staff in a timely and efficient manner
6.
Assist in developing digital data
collection systems, where appropriate
7.
Manage hotline or feedback mechanism,
including log and record the feedback and refer the feedback to other
implementing partners as appropriate, and track the feedback status for record
closure or follow up.
8.
Conduct regular visits to project
partner offices. Train and support relevant partner staff on the use of MEAL
tools and management of data flow
9.
Ensure that
all project monitoring arrangements comply with CRS MEAL Policies and
Procedures, project and donor requirements and, in particular, ensure that the
agreements are concretely operationalized.
10.
Conduct regular field visits to monitor the
implementation of program activities
11.
Systematically collect data or support gender
and protection-sensitive data collection from this program activities,
including feedback from communities

Validate all collected data, to ensure it is
accurate and of the highest quality

Analyze data collected
14.
Ensure all data is recorded in relevant
project databases in a timely and accurate manner
15.
Ensure a comprehensive, gender and
protection-responsive Monitoring, Evaluation, Accountability and Learning
(MEAL) system is in place
QUALIFICATIONS:
Education,
experiences and knowledge:

Bachelor’s degree in the social sciences or other
related fields required. A Master’s
degree in relevant field is an advantage
- Minimum of three (3) years’ experience in M&E
- Experience with digital data collection preferred.
- Experience working with refugee communities, Ministry of Education and Culture, local leaders and local and national government officials;
- Excellent understanding of local NGOs and government system, with knowledge and appreciation of the vision and mission of CRS
- Knowledgeable in participatory development processes
- Acceptance of cultural differences among the target communities
Skills:
- Proven organizational skills and ability to manage multiple tasks simultaneously
- Excellent written and interpersonal communication skills
- Highly skilled in developing monitoring and evaluation form, monitoring and evaluation reporting including technical writing on the MEAL such as dashboard management or infographic reporting
- Mature disposition in appropriately managing sensitive situations
- Strong skills in assessing and developing partner capacity including institutional strengthening, mentoring and coaching
- Proficient in MS Office programs, understand basic statistic will be preferable.
Abilities:
- Ability to embrace working under pressure
- Ability to work in quickly and efficiently in protection sensitive environments
Required
Language: Good command of Bahasa Indonesia and
English both oral and writing.
Required Travel: JADETABEK
CRS Indonesia currently working in DKI Jakarta, West Java, NTT,
East Java, Bali and Lombok, Central Kalimantan and Central Sulawesi on disaster
preparedness and climate change adaptation project. In the event of a CRS
emergency response, all CRS Indonesia staff may be requested to travel to CRS
project areas if necessary and/or deployed to other parts of the country.
