Background

MSF is Médecins Sans Frontières /Doctors Without Borders (MSF) is an international independent humanitarian medical organization which aims to deliver emergency aid to people affected by armed conflict, epidemics, natural disasters and exclusion from healthcare, offering assistance to people based on need, irrespective of race, religion, gender or political affiliation and whose actions are guided by medical ethics and the principles of neutrality and impartiality as stated out in the MSF Charter.
 
 


Main Purpose

Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.)according to the instructions of the Head of Misison and  HQ’s Finance and Accountant unit  in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission


Accountabilities

       As an active member of the management team, participating in the definition of the missions strategies, planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly.  
       Defining the financial strategy for the mission together with the Head of Mission, assessing and mitigating the financial risks of the mission and ensuring the implementation of a relevant mission organizational set up and a reliable internal control system, in order to meet all financial obligations while keeping financial ethics respected at all times within the mission
       Ensuring proper implementation and respect of MSF policies and guidelines, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the mission's financial resources.
       Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts,  receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
       Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
       Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
       Coordinating and supervising the conduct of local audits relating to accounting, tax, stock and asset management
       Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
       Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
       When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).





Requirements


Education
University degree in accounting, finance or business administration.
Experience
Minimum 6  years previous experience in similar relevant position jobs.
Languages             
Fluency in spoken and written English and Bahasa Indonesia
Knowledge
Indonesian  taxes  and Advance in computer literacy ( Excel ,Word internet)
