Long-Term MCH Project Management Specialist
PROJECT SUMMARY:
Through
the USAID-funded Health Technical Assistance Project (BANTU), Palladium
supports USAID Indonesia’s Country Development Cooperation Strategy
(CDCS)
by rapidly leveraging specialized short- and long-term technical
assistance to USAID, USAID-funded programs, the Government of Indonesia
(GOI), and other organizations and agencies as required.
JOB SUMMARY:
USAID
Office of Health is seeking a long-term Project Management Specialist
for MCH (12 months contract) to provide assistance to the MCH Team Lead
on matters
related to maternal and child health (MCH) and health systems
strengthening. The incumbent will provide assistance related to
operational planning of MCH program activities, monitoring and
evaluation of MCH program results, management and technical assessments
and development of MCH programs. S/he will assist the engagement in
communications with the Government of Indonesia (GOI) stakeholders and
others development partners concerning MCH programs.
Responsibilities
a) Assist
the MCH Team
Lead to manage MCH-funded bilateral and field support activities.
Assist the monitoring and evaluation of projects including data quality
reviews, technical reviews, site visits, and administrative and
financial reviews (35%).
b) Provide
assistance
to the MCH Team Lead to coordinate meetings with key Government of
Indonesia (GOI) stakeholders at national, provincial and district
levels. Assist the coordination of GOI participation in MCH-related
meetings outside the country as needed. Assist the coordination
of development programming with other donors and UN agencies, such as
World Bank, WHO, UNICEF, and UNFPA. This includes assisting the
initiation and planning of multi-donor, multi-sectoral coordination
meetings as well as technical meetings to advance improved
MCH practices and/or policies (30%).
c) Assist
the MCH Team
Lead in ensuring that MCH activities are technically up-to-date as well
as capturing and sharing lessons learned and best practices for MCH
programming with USAID colleagues in Indonesia, Washington, and other
USAID Missions (25%).
d) Assist
the MCH Team
Lead in responding to ad hoc and systematic data requests in compliance
with U.S. Government Initiatives and mandates and in alignment with
Agency policies and USAID/Indonesia Mission objectives (10%).
Requirements
a)
Bachelor’s degree from an accredited university in a field such as public administration, social science, business,
public health, health sciences, etc.
b)
Minimum
3 years of progressive experience in project management and
implementation. Experience working with the
Government of Indonesia or in the private sector at the national and/or
local level. Experience working with or for an international donor or
partner in health program is desired but not mandatory.
d)
Good understanding of international development programs with solid knowledge of the design, management and evaluation
of development programs in Indonesia.
e)
Strong understanding of the Government of Indonesia systems, ministries, agencies and institutions, including
the challenges and opportunities associated with de-centralization.
f)
Knowledgeable in basic quantitative and qualitative project monitoring and evaluation methodologies.
g)
Proficient computer skills (Microsoft Office, Google applications, and other online services).
h)
Easy to adapt and fast learner on topics related to public health, international donor, program management, financial
management and USG priorities.
i)
Familiar in working in fast paced environment with competing priorities and deadlines. A good team player who
demonstrate strong interpersonal skills and good judgment in order to meet all Mission objectives.
