The
International Republican Institute (IRI) is seeking a Monitoring and
Evaluation Manager for the anticipated USAID Harmoni program in
Indonesia. The purpose of this program is to assist the Government of
Indonesia and non-governmental organizations to address factors that
push and pull Indonesian into Violent Extremist Organizations.
Position Requirements
- Minimum 5 years of experience in the field of performance measurement for development project activities, preferably in violence prevention and/or governance projects.
- A Bachelor’s degree is required; an advanced degree is desirable.
- Previous experience developing and implementing Performance Monitoring Plan (PMP), monitoring instruments and data collection tools, baseline data collection and analysis, and M&E data storage systems.
- Previous experience with USAID required.
- Demonstrated experience working with M&E database systems.
- Demonstrated experience training and overseeing data collection staff.
- Well organized, able to work independently, skilled at handling multiple tasks, diplomatic, and able to adhere to deadlines..
- Demonstrated ability to work in complex, politically charged, environments.
- Ability to travel regularly across program implementation in Indonesia.
- Fluency in spoken and written English and Bahasa Indonesia.
Primary Functions & Responsibilities
- Oversees the performance measurement support for the project. Ensure that all project staff have a clear understanding of the results framework and Performance Monitoring Plan, including definitions.
- Supervises data collection and analysis efforts for the PMP and performance indicators and shepherd revisions and modifications to the PMP and performance indicators as needed.
- Helps establish and maintain a context monitoring system that informs project decision-making and results attainment.
- Provides training to project staff on the PMP and context monitoring on how to collect the needed data from partners securely and ethically.
- Leads staff in M&E data analysis exercises to inform project decision-making and support adaptive management
- Supervises all M&E staff associated with the project.
- Provides M&E data aggregation and analysis to technical staff and to the COP and Technical Leads for reporting.
- Builds strong working relationships with the USAID mission and projects’ partners.
- Preforms other duties as assigned.
