Background
UCLG ASPAC is the largest
regional section of United Cities and Local Governments (UCLG), an amalgamation
of International Union of Local Authorities (IULA), United Towns Organization
(UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was
established on 1 January 2004 and is headquartered in Barcelona, Spain.
Following this unification, UCLG ASPAC was established in Taipei on 14 April
2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge
management hub on local government issues in the Asia Pacific region.
UCLG ASPAC is the key knowledge
management hub on local government issues in the Asia-Pacific region. It
promotes democratic local government, supports cooperation between cities,
local governments and their associations, and facilitates programmes, network
and partnerships to develop the capacity of local governments and the
associations. Moreover, UCLG ASPAC represents local governments politically within
the international
community, and with the United Nations and its agencies. It also promotes
inclusive
societies which safeguard equality, social and economic justice, and
sustainable community development. UCLG ASPAC is engaged in all relevant
thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster
resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good
governance.
UCLG ASPAC is looking for a
qualified candidate to fill in the post of Knowledge Management Officer under
the European Union (EU) project (CSO-LA/2017/386-361) project on Localizing
SDGs in Indonesia. The project aims to support the local implementation of the
SDGs in Indonesia by strengthening the capacities of Local Governments (LGs)
and their associations (LGAs) to plan, implement and monitor the SDGs at the
local level.
The project strategies are
(1). To strengthen the capacity of LGs to perform their legal and institutional
mandate to tackle poverty through application of SDGs indicators in their
policies and planning; (2). To enhance
the LGAs’ institutional and operational capacities in performing their main
functions (advocacy, lobby, coordination, technical services, capacity building and knowledge sharing) in raising awareness
of the SDGs among their members.
Under the operational supervision of the
Project Manager, the Knowledge Management Officer will undertake the following
tasks:
1. Build a shared platform on
SDGs that can be accessed by public, and coordinated with other institutions
that already have shared platform on SDGs;
2. Capture, storage and
subsequent dissemination of knowledge and relevant data, including lessons
learnt and best practices for the SDGs shared platform;
3. Prepare and be responsible for
implementation of communication plan of the project;
4. Carry on the role of external
affairs of the project;
5. Conduct outreach and advocacy role
on SDGs with national and local governments and other key stakeholders;
6. Pool data, knowledge,
information, and best practices related to SDGs and capture them for wider dissemination;
7. Support the monitoring on the
progress of SDGs implementation in each Provincial Government;
8. Provide advice on ways to
create, share and utilize knowledge within the organization to contribute to a
culture of knowledge sharing among stakeholders to 'institutionalize' SDGs
localization;
9. Support the evaluation of SDGs
implementation in his/her respective tasks and in the preparation of progress
reports, and all monitoring reports;
10. Develop and maintain networks
with SDGs’ related stakeholders at national and local levels to ensure the
effective and smooth implementation of SDGs at local level;
11. Support Field Officers in
providing regular feedback and advice to relevant stakeholders;
12. Attend meetings as assigned;
13. Perform any duties assigned by
the Project Manager.
Qualifications:
v Education:
-
University degree or master degree in
management, communication, knowledge management, social science, development
study, or other related fields;
v Experience:
-
Has at least two (2) years of experience in
specific issue of SDGs and a minimum of three years of work experience with the
Indonesian Government;
-
Has experience in developing and maintaining
networks and/or cooperation with national and/or local governments and
non-government stakeholders;

Has experience in communication and/or
knowledge management;
-
Has experience in applying information
technology and social media to the implementation of knowledge management and
knowledge sharing strategies;

Has good knowledge and experience of local
governance issues;

Has working experience in international
cooperation development projects, such as the MDGs campaigns;

Fluency in written and spoken in English and
Bahasa Indonesia.

officials in the governments and relevant NGOs.
Supporting team
The post will be supervised by
the Project Manager who will be supported by SDGs Coordinator, two (2) Field Officers,
and Finance and Administrative Officer.
