Background
UCLG ASPAC is the largest
regional section of United Cities and Local Governments (UCLG), an amalgamation
of International Union of Local Authorities (IULA), United Towns Organization
(UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was
established on 1 January 2004 and is headquartered in Barcelona, Spain.
Following this unification, UCLG ASPAC was established in Taipei on 14 April
2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge
management hub on local government issues in the Asia Pacific region.
UCLG ASPAC is the key knowledge
management hub on local government issues in the Asia-Pacific region. It
promotes democratic local government, supports cooperation between cities,
local governments and their associations, and facilitates programmes, network
and partnerships to develop the capacity of local governments and the
associations. Moreover, UCLG ASPAC represents local governments politically within
the international
community, and with the United Nations and its agencies. It also promotes
inclusive
societies which safeguard equality, social and economic justice, and
sustainable community development. UCLG ASPAC is engaged in all relevant
thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster
resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good
governance.
UCLG ASPAC is looking for a
qualified candidate to fill in the post of SDGs Coordinator under the European
Union (EU) project (CSO-LA/2017/386-361) project on Localizing SDGs in
Indonesia. The project aims to support the local implementation of the SDGs in
Indonesia by strengthening the capacities of Local Governments (LGs) and their
associations (LGAs) to plan, implement and monitor the SDGs at the local level.
The project strategies are
(1). To strengthen the capacity of LGAs to perform their legal and
institutional mandate to tackle poverty through application of SDGs indicators
in their policies and planning; (2). To
enhance the LGAs’ institutional and operational capacities in performing their
main functions (advocacy, lobby, coordination, technical services, capacity building and knowledge sharing) in raising awareness
of the SDGs among their members.
Under the operational supervision of the
Project Manager, the SDGs Coordinator will undertake the following tasks:
1. Work with the project team and external
experts to design and develop training materials, training programs on the localization
of SDGs;
2. Conduct baseline assessment to
identify the gaps of relevance on SDGs’ knowledge and skills;
3. Be responsible in managing the
overall training activities which include compiling modules, providing training
materials, preparing the ToR, facilitating discussion, etc;
4. Maintain, liaise and work
closely with resources persons from relevant ministries, other government and
non-government institutions and academe to ensure the effectiveness of SDGs
capacity building programs;
5. Liaise, collaborate and
coordinate with governments and non-government organizations to synchronize the
SDGs implementation at local level;
6. Prepare capacity building plan
and implement the activities in accordance with the plan;
7. Work with experts in developing
training’s monitoring and evaluation tools;
8. Prepare progress and
monitoring reports of project activities;
9. Coordinate local training
activities that will be implemented in each targeted Province by field
officers;
10. Attend meetings as assigned;
11. Perform any other tasks
assigned by the Project Manager.
Qualifications:
v Education:
-
University degree or Master degree in
management, public policy, social sciences or other related fields;
v Experience:
-
Has at least two (2) years of experience in
specific issue of SDGs implementation and a minimum of three years of working
experience with the Indonesian governments;
-
Has strong coordination skills particularly on
training at international, national and/or local levels;
-
Has good knowledge and experience on local
governance and policies issues, especially related to local capacity
development;

Has experience in research and report writing;
-
Has working experience in international
cooperation development projects..
v Language:

Fluency in written and spoken in English and
Bahasa Indonesia.
v Computer skills:

Proficiency in MS Office.

Demonstrate skill in facilitating the
trainings, moderating events, and/or speaking in public;

Demonstrate skill in conducting field research
and survey;

Demonstrate skill in producing written
materials such as editing training materials, presentation, reporting, and evaluating training event;

bottom-up approaches;

Demonstrate detail orientation, proactive
attention to outcomes and expectations, and the ability to understand and
effectively use information and data;

Has ability to effectively present information
and respond to questions;

Has strong interpersonal and social skills and
ability to work in a team and individual.

The post will be supervised by
the Project Manager who will be supported by Knowledge Management Officer, two
(2) Field Officers and Finance and Administrative Officer.
