Background

UCLG ASPAC is the largest regional section of United Cities and Local Governments (UCLG), an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC. UCLG ASPAC is the key knowledge management hub on local government issues in the Asia Pacific region.

It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment and good governance.

UCLG ASPAC is looking for a qualified candidate to fill in the post of Field Officer that covers western parts of Indonesia (Province of North Sumatera, South Sumatera, Lampung, West Java, Central Java, East Java, West Kalimantan, and East Kalimantan), under the European Union (EU) project (CSO-LA/2017/386-361) project on Localizing SDGs in Indonesia. The project aims to support the local implementation of the SDGs in Indonesia by strengthening the capacities of Local Governments (LGs) and their associations (LGAs) to plan, implement and monitor the SDGs at the local level.

The project strategies are (1). To strengthen the capacity of LGAs to perform their legal and institutional mandate to tackle poverty through application of SDGs indicators in their policies and planning; (2).  To enhance the LGAs’ institutional and operational capacities in performing their main functions (advocacy, lobby, coordination, technical services, capacity building and knowledge sharing) in raising awareness of the SDGs among their members.

Under the operational supervision of the Project Manager, the Field Officers will undertake the following tasks:
1.      Manage assigned programs and activities in daily basis;
2.      Prepare quarterly work plans and relevant documents for field activities;
3.      Facilitate on and provide technical assistance for the SDGs integration in the Regional and Local Mid-Term Development Plan of the piloted local governments;
4.      Conduct monitoring and evaluation on the progress of SDGs implementation in designated local governments;
5.      Ensure that the targeted sub-national governments have a clear plan and/or policy to encourage local governments under their jurisdictions to align their development plans with SDGs indicators;
6.      Ensure the compliance of Governmental Decrees related to SDGs in the piloted local governments;
7.      Support to and conduct the trainings in targeted sub-national governments, and visit to several districts/municipalities, when necessary, based on the agreed work plan;
8.      Prepare reports and feedback on SDGs training activities including modules;
9.      Liaise regularly with relevant stakeholders to ensure smooth implementation of the project;
10.  Perform any other tasks assigned by the Project Manager.

Qualifications
v  Education:
-          University degree in management, public policy, social sciences, development studies, and/or other related fields;
                          
v  Experience:
-          Has at least two (2) years of experience in specific issues of SDGs implementation and a minimum of three years of working experience with the Indonesian governments;
-          Has good experience in facilitating discussions and/or providing technical assistance to local governments;
-          Has strong knowledge and experience of local governance and policies issues;
-          Understand the local governments’ needs and interests and be able to transform those needs into programs and strategies..

                                  
v  Language:
-          Fluency in written and spoken in English and Bahasa Indonesia.

v  Computer skills:
-          Proficiency in MS Office.

v  Other skills and competency:
-          Demonstrate experience in working with the government officials at various levels;
-          Demonstrate commitment to participatory and bottom-up approaches;
-          Demonstrate detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data;
-          Demonstrate skills in facilitating discussions, meetings and/or trainings, and public speaking; and
-          Be willing to extensively travel within the area covered.

Supporting team
The post will be supervised by the Project Manager who will be supported by SDGs Coordinator, Knowledge Management Officer, and Finance and Administrative Officer.
