WRI
Indonesia is national entity (Yayasan) associated with the World
Resources Institute (WRI), a global environmental research organization
that turns big ideas into action at the nexus of environment, economic
opportunity, and human well-being. WRI work with various stakeholders in
the natural resources sector to support policy and management that are
both profitable and sustainable. WRI work with leaders in more than 50
countries for more than 30 years, with offices in Brazil, China, Europe,
India, Indonesia, Mexico, and the United States.
Launched
in early 2014, WRI Indonesia builds on WRI’s 10-year history in the
country, and strengthens our impact on the ground. In the
short-to-medium term, WRI Indonesia aims to expand its presence and
portfolio to include projects in the climate, energy, as well as city
and transportation programs.
Overview
The
overall objective of the One Map Initiative is to transform land use
decision-making processes to be open, accountable, and participatory.
WRI Indonesia will achieve this through catalyzing a unified and
transparent land use planning and monitoring system that is accessible
to all land use stakeholders. Through partnership with national and
local governments, civil societies and the private sectors, WRI
Indonesia will develop a model of engagement that could help address
conflict on the local level and could be scaled-up into the National One
Map Initiative. One of the key modalities in One Map Initiative is
Conflict Transformation framework, which aims to create evidence-based
policies and processes in addressing and prevent overlapping claims over
land on the ground that results to conflicts. The work includes
developing methodology, research, capacity building process,
multi-stakeholder forum, coalition network, policy recommendations, and
potential solutions for resolution process over land and natural
resources conflict with government agencies, private sector, civil
society organizations, and local communities. The work will span until
2021, focusing on Riau, South Sumatra, Papua and West Papua provinces.
The
Conflict Transformation Specialist position will be based in Jakarta to
lead and manage the overall Conflict Transformation’s work, such as (i)
engaging and building partnerships with key local, national and
international stakeholders in conflict transformation/resolution
network, (ii) developing the framework for Conflict Transformation
outputs under WRI Indonesia’s One Map Initiative at the Local Level
Program, including any relevant research products, and (iii) overseeing
the program planning, budgeting and implementation of Conflict
Transformation outputs and linking it back to other related national
policy such as Social Forestry and Agrarian Reform. Reporting to the One
Map Manager of WRI Indonesia, he/she will also need to work closely
with WRI Indonesia’s regional team, experts on conflict, and key
government and non-government stakeholders to strategically grow WRI
Indonesia’s portfolio and achieving its objectives.

Responsibilities
The Conflict Transformation Specialist's main areas of responsibility will include the following:
- Develop the framework for Conflict Transformation outputs under One Map Initiative at the Local Level Program of WRI, including any relevant research products;
- Manage the overall program/project on Conflict Transformation output at the national and regional level, coordinating with other managers, researchers, and regional teams;
- Overseeing the program planning, budgeting, implementation, and evaluation of Conflict Transformation outputs and linking it back to other related national policy such as Social Forestry and Agrarian Reform;
- Represent WRI Indonesia in liaising and engaging with key government and non-government counterparts and building strong partnership and coalition network with key stakeholders in conflict transformation/resolution to achieve WRI Indonesia’s objectives;
- Disseminate the research, programmatic results, and lessons learned of One Map Conflict Transformation’s work to local, national and international network;
- Provide appropriate level of capacity building and technical assistance on Conflict Transformation to WRI’s team and its partners;
- Ensure project activities under One Map Conflict Transformation are compliant with project’s logical framework, contract, and other relevant regulations and policies;
- Give presentations at public speaking events, one-on-one meetings, within WRI Indonesia and WRI global offices network;
- Develop concept notes, policy briefs, blogs and other relevant research publications in order to set public and private sector agendas, influence decision-maker perspectives, and communicate the WRI Indonesia Program’s findings and recommendations;
- Ensure coordination of all technical input to strategy, proposals, and reports.
Qualifications
Required Qualifications:
- Minimum 5 (five) years of progressive professional work experience in development and project implementation with adequate experience in managing multiple projects, preferably in land use or environment issue.
- Bachelor’s or Master degree in law, public policy, environment management, public administration, natural or social sciences.
- A good understanding of Indonesia’s land and natural resources policy as well as tenurial conflict transformation/resolution is a must.
- Strong network of relationships and partnerships with government agencies, civil society, researchers, practitioners, and other key stakeholders in conflict transformation/resolution and sustainable development practices.
- Proven track record in conflict transformation/resolution strategy development, capacity building, research, assessment, and mediation practice.
- Strong team player with ability to work across institutional departments/programs.
- Proven ability to provide vision and excellent strategic thinking skills.
- Outstanding ability to communicate clearly, passionately, and compellingly to a wide range of audiences, especially decision-makers from government, the private sector, civil society as well as community members.
- Strong analytical research skills are required.
- Strong writing skills for both technical and general audiences. Oral presentation skills a plus.
- Candidate must be self-motivated, detail-oriented and organized thinker with an ability to juggle multiple priorities.
- Strong writing skills (e.g., research briefs, blogs, proposals).
- Ability to travel periodically to WRI Indonesia’s area of intervention and other as necessary.
Final candidates will be required to produce writing samples (in Indonesia and English) or relevant documents of previous work related to Conflict Transformation/Resolution.
