2017 to 2022, where the country objective has been
defined as “to identify and facilitate
the removal of obstacles that prevent children from enjoying their rights and
participating fully in Indonesian society”. The organisation’s purpose is to “strive for a just world that
advances children’s rights and equality for girls”. This goal will be
achieved by providing technical support and implementing quality programs and
projects through partnership. An effective and efficient communications
strategy is a must for Plan Indonesia to share the outcomes of these projects
to influence different actors, specially state authorities and to position Plan’s
profile within and outside at different levels – starting from community, sub district, district to national,
regional and international levels.

Project Manager Young Health
Programme (YHP) – Jakarta
This position reports to the DECIDE Program Manager,
Functional linkage with ASRH Advisor, Monitoring, Evaluation and Research
(MER) DECIDE Coordinator, DECIDE Program Finance and Admin Coordinator, DECIDE
Communication Specialist located in country office, and Project Coordinators located
in Project Implementation Areas. Represent Plan and the YHP in national and
international forums, networks, donor communities, INGOs as well as different
government and non-government committees. Continuous communication
internally with technical team at national and local level as well as the
implementation partner at the same time externally with regional offices,
relevant national offices, donors, development partners and government.
Typical Responsibilities - Key End Results
of Position: Key Result Area (KRA) 1: Responsible to
lead and manage the process of developing detail implementation
plan of Young Health Programme (YHP) project, operational processes, budget for
field level implementation; and execute project
deliverables Ensure the YHP project annual
plans and budgets finalized and approved; manage the plan if necessary. Ensure the YHP project implementation plan is
developed, coordinated with relevant DECIDE team including ASRH Advisor; and
approved before implementation starts. Define and ensure the achivement of project
deliverables. KRA 2: Ensures development of M&E framework of YHP
project to support comprehensive and quality monitoring of the project
performance at community, partner and country level following corporate guide
line of Plan and donor agencies. Ensure the M&E framework. for YHP project including
indicators identification before implementation starts. Develop Project Monitoring
and Evaluation Plan as well as Monitoring Implementation System to generate information for monitoring and management
decisions. Collaborate with DECIDE MER Coordinator in providing project
framework to be recorded in MER system. Collaborate with DECIDE MER Coordinator to monitor the progress of the project and advise adjustments as necessary to ensure the successful completion of the
project. Oversee the preparation and timely submission of annual activity-based project report and budgets
as well as monthly and quarterly program and financial reports. KRA 3: Responsible for overseeing and ensuring project implementation; Providing
technical assitant to YHP project staff and implementation partners ;Trouble
shooting project problems and Identifying and implementing creative solutions to
ensure smooth implementation Ensure project activities
comply with the policies and regulations. Lead and
motivate the project implementation
workforces for the YHP and Provide capacity building for competent ones by planning and supervising the deliverables of reports, training and
motivating of project staff. Coordinate closely with project
staff and implementation partners to identify operational constrained through
monitoring visits and required support channelled from internal and external
environment as required. Ensure at least 95% burn rate of annual project budget is monitored in a consistent manner
throughout the year. KRA 4: Establishes organizational learning from YHP project experience/evaluation,
contribute to the development of project concept paper and assisting in
identifying potential funding source to support achieving organizational target

and deliverables of the project team; learning from the project is incorporated
in the specified decision making process for new project or strategy . #

and awarded with the input of the incumbent; KRA 5: Ensure Plan’s
access to the donors’ community and relevant government authorities by
representing and advocating Plan’s program/ projects’ objectives; establishing
and maintaining networks at national and regional level to support
incorporating global standard and learning into the projects be the main contact point for the field staf and also for the donor and stakeholders in the field. Identify issues for advocacy
from the YHP project; advocacy processes and protocols designed in consultation
with concerned program advisors and project manager, and ensured approval from
Country Directors. Identify the government offices that Plan has access offices
for collaboration and promoting its agenda.
Requirements : Masters in Social Sciences or other relevant field with 5-7 years’ experience
in any development works with demonstrated in project managerial skill and people management especially youth health project/ reproduction health. Behaviors (Plan
International’s Values in Practice). Outstanding interpersonal skills, project coordination experience, and
the ability to work well with all levels of internal management and staff, as
well as outside clients and vendors; Excellent verbal and written
communication skills; Experience in the areas of
organizational planning and management; Experience with budgeting, planning and project administration; Ability to handle diverse,
simultaneous tasks, meet deadlines, and attend to follow-through; Experience with a youth
organization; Evenings and weekends are
required.
