Background
The participation
of youth in agriculture is decreasing national wide due to irregular and
unstable income. Likewise, food crop, in coffee commodity, there is limited
number of youth who actively engaged. Indonesia Statistic Board noted that
number of farmer has decreased and 5 million households are no longer farmer.
The age of farmers is getting older. 60.8 % of farmers are at above 45-year-old
with limited education background (basic school only) and lack of new
technology adoption. In contrast, regeneration process particularly on food
related farming is very slow and youth prefer to work in industry sector
instead of farming. Youth viewed agriculture did not provide regular income
since the profit will be received only during harvest session instead of
monthly basis. Moreover, agriculture did not also give stable income during its
harvest due to many factors, such as production failure and market price
fluctuation. Consequently, youth preferred to work in the city for different
types of job, including daily labor. Combined with selling farming land and
convert it to the infrastructure, such as hotel, shops, and tourist facility,
this, furthermore, has caused decreased agriculture productivity. There are
many variables influence youth’s (within farmer families) passion to be
farmers, including sex and main activity/occupation, interest, ambition, and
knowledge on farmer regeneration.
Lutheran World
Relief (here and after refer as LWR) is starting the project in Detusoko, Ende,
Flores to increase youth participation in agriculture by proving that
agriculture is promising income source through creating entrepreneurship
opportunities and improve on-farm practice. Youth will be engaged not only in farming
and cultivating coffee or other crops, but also in building entrepreneurship
utilizing value added from their farming product. To support LWR project
approaches, a team of agriculture entrepreneurship consultant will be hired..
Entrepreneurial agriculture is defined as
the strategic growing of crops and keeping of animals. It can also be explained
as the incorporation of entrepreneurship skills and models to farming business.
De Wolf and Schoorlemmer (2007) define an entrepreneurial farmer as a person
who is able to create and develop a profitable farming business in a changing
business environment.
Objective
The objective of
this assignment will be:
1.
To identify
potential agriculture entrepreneurship in project location
2.
To provide
cost analysis on top three prioritized/selected agriculture entrepreneurship in
the project location
On the initial project
assessment, it showed that the project location is potential for café
establishment, food processing and agritourism. The consultant is encouraged –
but not to limit – to start based on initial project assessment as reference.
Deliverables
The consultant is expected to deliver:
1.
List of
potential agriculture entrepreneurship in project location, including
recommendation on how to start the business
2.
Cost
analysis on top tree list for agriculture entrepreneurship
3.
Potential
food processing business analysis that may produce based on potential
agriculture product in the project location. The analysis will include type of
product and potential market
4.
List of
common crops that farmers grow throughout the year
Consultant criteria
The post is opened
either for individual or team up consultant with minimum requirement as follow:
1.
Education
background in agriculture or economic or other relevant education background
2.
Experienced
in conducting feasibility study and/or cost analysis in agriculture sector
3.
Understand
in local culture is a plus
Timeframe
The consultant period
will be start on February 19 with following timeframe:
19 February: project
briefing
21 February: inception
report
26 February – 2 March:
field work
March 7: first draft
March 14: final draft
Budget
Interested
consultant should submit their proposal which include: methodology, expenses
and CV by February 9. Correspondence, skype or other communication are welcome
to get clearer information on the project for proposal development. Cost should
cover: consultant fee, travel to and from Ende, accommodation, tax, local
transportation in Ende and supplies. The maximum working days for this
consultation is 10 working days.
