1. Purpose
This Term of Reference
(ToR) outlines the requirement of hiring external consultant who will be
responsible and taking role on conducting situation analysis in Cileungsi
sub-district and in Batam islands.
2. Background
Indonesia is the
world’s largest archipelago comprising 17,508 islands. Comprising 33 provinces
with over 238 million people, Indonesia
is the fourth most populated country in the world. Diverse in its people and complex
in the challenges this poses, Indonesia faces challenges that are exacerbated
by the urban/rural divide and a fragmented distribution of resources
overwhelmingly resulting in Indonesia being ranked 104th in the world based on
2010-2011 UNDP Human Development Index. With limited education, youth have
fewer job opportunities and as a result, receive much lower levels of pay. This
is the case in large cities like Jakarta, where the population has ballooned to
close approximately 11 million (Demography census 2012 ).
According to the
Minister of Education low enrolment in the tertiary sector contributes to low
human index. Nationally, while 97% of all Indonesian children complete 9 years
of compulsory education (as the commitment to increasing 20% of national
education budget) only 23% continue onto tertiary education. While the
increasing costs of further education and a lack of information on available
courses prevents greater participation in tertiary education, the forgone
economic and social benefits to the country in terms of continued poor human
index, cannot be over-emphasized.
To overcome this
challenge, the Government of Indonesia strongly supports youth programs
that explore alternative forms of
education and job opportunities. The Ministry of Social Affairs, with whom
ChildFund Indonesia has their MoU, provides support to the Karang Taruna or
‘Youth Centers’ at the village level. However, while these centers are able to
bring youth together, they are mostly focus on cultural activities such as
dancing, singing reciting poems, etc. These activities greatly contribute to
building the confidence of youth. However, they do little to prepare them for
the workplace, which is equally important if youth are to obtain and retain
longer term employment.
In ChildFund’s
174 working villages, we support 94 Youth Forums, which in addition to the
above mentioned cultural activities, we also provide workplace preparation
support. With this project, we would like to expand our workplace preparation
program, to include computer and English language training, a job survey/VTET
Vocational and Technical Education and Training research component, and
internship opportunities through the Employers Forum, so that we can better
support youth to find safe non exploitative employment.
About ChildFund
ChildFund is an
International NGO that has been operating in Indonesia since 1973. The program
portfolio is approximately USD 4M per year. Most of these funds come primarily
from child sponsorship and grants. Engaging with communities, local and
national Government and ministries in the sector of Child Protection,
Education, Health, Emergency Response, Disaster Risk Reduction, Food Security,
Economic Development, Gender Mainstreaming, ChildFund Indonesia directly
assists 36,225 children through the sponsorship program. To date, 432,615
children and families have benefited from the various programs that have been
implemented.

About ENERGY
ENERGY 2
(Enhancing and Empowering Youth) is a continuation of ENERGY 1 project that is
aimed at increasing income among working age, out of school youth in Batam
(Kepulauan Riau province) and Cileungsi (West Java province).
Working age
youth in Batam and Cileungsi have low or no income. In Batam, 5292 of 23,700
youth are unemployed. In Cileungsi, over 7,000 youth are not employed.
Unemployment among youth are caused by a lack of training opportunities, lack
of knowledge about skills training that are offered and an inability to maximize
entrepreneurial skills. Some youth are ineligible to partake in trainings
because they lack secondary degrees.
In the phase 1
implementation, ChildFund trained a total of 514 youth in two locations Batam
and Cileungsi on life skill training that enable them to increase their
self-confident and ability to coping with work environment. From the phase 1, a
total of 25 youth started their own business and 13 were employed in the
industries in Batam, while in CIleungsi 2 become agent of Jakarta online shop
and 2 start their own business on F&B (Food and Beverage) and also 46 of
the youth got the job.
However there is
still things need to be done in those two areas, for instances: youth who
participated in the phase 1 are not able to get sustainable job, there is
ongoing un-employment in these two areas, where there are still other youth
need to be recruited to get job, also at the same time youth has no medium that
will help them organize them to do sharing issues and information on job
opportunity among them and the important one to closer services on certain
skill training that will help them to obtain job. Aside from the above issues,
there is also some input from phase 1 that needs to be consolidated for example
the result of the market survey, where youth can make use of the result to
obtain job.
The project will
also focus on providing entrepreneurship training so youth can maximize current
livelihood skills. Strengthening youth forums with government collaboration
will be essential as they will be used as a medium to provide the life skills
training and information about other training opportunities. The project will
conduct a market analysis to determine private sectors/businesses that are
recruiting and what skills they require employees to have. Youth will then be
linked to TVETs to be employable in those industries.
ChildFund has
extensive experience to empower youth using youth forum intervention, with a
total of 95 youth forums established and assisted, ChildFund provides youth
with the unique intervention to develop youth’s personal and professional skill
sets, ChidlFund is confidence to implement sustainable Youth Forums in
Cileungsi and Batam.
3. Scope of Work
There are two main purposes
of this situational analysis.
1.
To asses and to identify current situation
of youth in Batam and Cileungsi, as well as their needs and preferences in
employment and or business development/entrepreneurship.
2.
To assess and identify private sectors
and industries that relate to the needs and preferences of youth for their
employment and or business development in order to determine suitable capacity
program for youth in both areas.
The External
Consultant is expected to:
1.
Develop inception report
2.
Develop data collection tools for situation
analysis:
a. to
asses and identify current youth situation in Cileungsi dan Batam
b. to
asses, identify, map and provide information private sectors and industries in
Batam and Cileungsi that relate to needs and preferences of youth and are
potential for their employment and business development.
3.
Coordinate with Yayasan Embun Pelangi as
field coordinator in Batam and Warga Upadaya in Cileungsi.
4.
Desk review of relevant government
strategies and programmatic documents..
5.
Data collection.
6.
Data processing.
7.
Data analysis.
8.
Submit report to ChildFund for review
and comments.
9.
Submit final report.
The external
consultant is expected to work closely with the ENERGY Project Cordinator and
M&E Specialist. The consultant is
also required to coordinate closely with Yayasan Embun Pelangi (YEP) in Batam and
Yayasan Warga Upadaya (WU) in Cibinong.
4. Deliverable
i.
Inception report – this needs to be
submitted 5 days after the signing of the contract. It is to contain the
following: a) the approach/methodology and tools, b) timeline/schedule of activities, c) list
of interviewees and focus group discussion participants, d)
documents/references to review. The
inception report will be approved by ChildFund.
ii.
Situation analysis report – this will be
submitted within the approved timeframe presented in the Inception report. The
report should be in Bahasa.
iii.
List of relevant private sectors and
industries as well as their contact person/responsible.
iv.
Presentation of the draft report to
ChildFund staff 2 days after submission.
v..
Submission of the final report 3 days
after ChildFund has provided comments and clarifications (electronic and hard
copy).
5. DURATION
The study is expected
to commence on March 10, 2018 upon signing of the contract and will end on April
11, 2018 upon submission and approval of the report by ChildFund.

6. CONSULTANT QUALIFICATIONS
1. At
least 5 years proven track record in conducting situation analysis & market
surveys.
2. Familiarity
with child development NGOs and development work or at least 5 years of
progressive experience in development work.
3. Advanced
analytical skills and writing (in scientific, elaborative and concise manner).
4. Must
possess an ability to work well under pressure and the ability to seek and
synthesize information and communicate in a compelling and succinct form.
5. Self
motivated, details oriented and highly organized.
7. MODE OF PAYMENT
Payment will be
made (by bank transfer or in check, whichever is applicable) based on the completion
of agreed deliverable(s). Upon signing of the contract, ChildFund will provide
certain percentage as mobilization fund, based on ChildFund’s policy and
practice.
Interested
consultants should submit a 1-page expression of interest, curriculum vitae,
proposed general work plan, and proposed budget to carry out the assignment..
