FAO Vacancy - Fish feed and Nutrition Specialist

  FAO is currently seeking for a qualified candidate to fill in the post of Fish Feed and Nutririon Specialist under the FAO project TCP/INS/3606 as per below detail :
The GERPARI (Gerakan Pakan Mandiri) programme initiated by the Ministry of Marine Affairs and Fisheries focuses on reducing farmer feed costs by assisting entrepreneurs and farmer associations to establish small-scale feed manufacturing plants. These production systems are designed to manufacture aquafeed using low-cost locally available feed ingredients. The ultimate goal of the programme is to support self-sufficiency in the aquafeed supply chain. The program operates in four regions: Zone I (Sumatera), Zone II (Kalimantan), Zone III (Java, Sulawesi), Zone IV (Nusa Tenggara, Bali, Maluku, Papua), and to date has distributed 192 small-scale feed manufacturing plants. It is anticipated that the TCP project will work closely to support the GERPARI programme. The TCP will address the technical issues associated with improving production efficiencies associated with the manufacture, supply and use of locally produced aquafeed. It will focus on improving the quality of aquafeed that are produced by the small-scale feed manufacturing sector and improving their on-farm utilisation.
nder the overall supervision of the FAO Representation in Indonesia (FAORID), and the technical guidance of Lead Technical Officer (LTO, FAORAP, Bangkok) and in consultation with the national project coordinator and other national counterparts, the consultant will provide inputs to the project on a continuous basis and contribute to facilitation of project activities, the fish feed and nutrition specialist will responsible for undertaking the following tasks :
  1. In collaboration with TCDC/International Aquaculture Nutrition and Feed Development Expert carry out a survey to collect and analyse baseline information on feed ingredient supply and availability, nutritional requirements, feed formulation and type of feed used for Vietnamese catfish. Undertake the data analysis, and provide a survey report;
  2. In collaboration with TCDC/International Aquaculture Nutrition and Feed Development Expert carry out a survey questionnaire to collect and analyse baseline information on small-scale feed manufacturing practices, types of feed manufactured, on-farm feeding and feed management practices (technical and economic) and related constraints for Vietnamese catfish farming. Undertake the survey data analysis, and provide a survey report.
  3. In collaboration with TCDC/International Aquaculture Nutrition and Feed Development Expert, formulate new improved cost-effective feeds for Vietnamese catfish using local ingredients;
  4. Support the TCDC/International Aquaculture Nutrition and Feed Development Expert to develop better management practices for small-scale feed manufacturing, feed formulation, and on-farm feed management practices and their translation into the local language (Bahasa Indonesia) and provide backstopping for associated training workshops;
  5. Assist in the commissioning of the feed ingredient processing facility and the training of the plant personnel;
  6. Provide technical support to field officers working with the small-scale feed manufacturers;
  7. Work directly with all the other experts – national and international in project, planning implementation and evaluation activities;
  8. Participate in organizing and conducting all training programmes and workshops of the Project;
  9. Participate in the stakeholders’ workshops organized by the project and contribute to the preparation of the project planning;
  10. Provide quarterly reports of all activities, as well as technical reports on special activities; and
  11. Carry out any other activities as instructed by the National Project Coordinator and/or the FAOR.
     
    Qualifications:
    Education: A recognized post graduate degree in aquaculture feed and nutrition.
  • Demonstrated experience in aquaculture fish feed fisheries management at various level
  • Excellent communication skills, with district and provincial government, national and international experts and local communities
  • Demonstrated ability to open up to new approaches and new practices on the relevant project implementation
  • At least ten years research and practical experience in aquaculture feed and nutrition.
  • Demonstrated commitment to participatory and bottom-up approaches
  • Demonstrated ability to manage, including project management and office management
  • Strong analytical skills.
  • Demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively use information and data.
     
    Languages: Fluency in written and spoken English and Bahasa Indonesia
     
    Duration and Commitment : 90 days in total on When Actually Employed (WAE) Basis during the period March 2018 – August 2019
    Duty Station: Home based assignment
