Term of Reference
Purpose of the Assignment:
Capacity building on post harvest management and handling (GMP and GHP) for fresh fruit and vegetable, particularly for organic produce.

Scope of Services:
§  To provide expertise, consultation and coaching on GMP and GHP procedures by means of conducting assessments and trainings.

Required Profile:
§  Consultant/expert with a proven professional track record in similar activities particularly for organic produce

1.     Project Outline and Background

The realization of the ASEAN Economic Community (AEC) - the vision of a single market and production base across the region, is a central objective of the Association of Southeast Asian Nations (ASEAN). A significant step towards achieving regional economic integration is the alignment of national policies and regulations. For the agriculture and food industry, which is the most important economic sector for many of the 10 ASEAN Member States, this requires the harmonization of food standards.

SAFT is a GIZ project that supports the ASEAN Secretariat on the development and implementation of regional food standards for organic agriculture (ASOA) and good agricultural practices (ASEAN GAP). The objective is to verifiably apply both standards in the ASEAN region, particularly in the production of fresh and processed fruits and vegetables.

Therefore, the SAFT project engages both public and private stakeholders in focusing on creating an enabling environment for the further development of standards in the food sector; training inspectors, auditors and state supervisory bodies; and supporting farmers, producer groups and companies.

Firstly, small and medium-sized enterprises will obtain certification in the context of development partnerships. Voluntary food standards, such as ASEAN and organic standards, will be introduced on a pilot basis. The experience gained and recommendations drawn up in this process will be used to further develop the regional ASEAN GAP and organic standards. 

Secondly, institutions in the ASEAN Member States will be assisted in improving the efficiency of monitoring systems for food standards. Special emphasis will be placed on training private and state supervisory bodies in how to conduct risk-based inspections. These inspections will allow supervisory bodies to detect and evaluate risks in relation to the growing, processing and quality of fruit and vegetables and help to prevent production losses. In order to ensure that this knowledge is retained and remains available to certification bodies and authorities in the long term, a learning platform on compliance with food standards will be established in cooperation with the project partners.

There are four key areas of intervention that SAFT provides support on: 
§  Market Linkages: matching suppliers with traders and retailers
§  Implementation and Controlling Structure: training inspectors, auditors and state supervisory bodies 
§  Enabling Environment: encouraging suitable incentives, policy and legal environments (by public sector) for successful implementation (by companies)
§  Monitoring and Learning Platform: enhancing peer to peer learning between each of the ASEAN Member States

The SAFT project will conduct onsite consulting, workshops, trainings and public-private dialogues to support the implementation of the above mentioned regional standards in the ASEAN region.


2.     Objectives and Scope of the Assignment

In cooperation with its iPPP Partner PT Saribhakti Bumi Agri (SBA), SAFT will assign an expert/consultant with adequate experience to provide consultation and to deliver knowledge on good management and good handling practices in post harvesting activity chain, adopting organic agriculture standards.

The assignment will be in 2 (two) phases: assessments and trainings.  The purpose of this assessment is to learn the need and other arrangements in order to be able to define the most suitable training materials that meets the project objectives.  The training will be done after the materials are ready.

The expert/consultant is requested to perform the following serial activities, which are detailed in Point 3 Deliverables of Assignment:
§  Production chain location survey includes visit to packing house
§  Provide activity schedules
§  Prepare manuals/methodology and SOP of GMP and GHP
§  Provide effective and efficient on-field training sessions (active learning)
§  Provide full report (in English)

The expert/consultant must be able to travel to the demoplot location in PT Saribhakti Bumi Agri farm, in Cicalengka (Bandung – West Java).

Implementation Arrangements

The expert/consultant has 10 working days between 26 February – 30 March 2018.  During the service, the expert/consultant must deliver both theory and practical training sessions in the defined location. For this service, the project will accommodate payments (professional fee, travel and accommodation) againts deliverables.

Knowledge, Skills and Abilities
§  Professional agricultural expert with proven track record in similar activities of more than 5 years
§  Expertise and thorough knowledge on GMP and GHP for organic crops
§  Deep understanding on organic standards implementation
§  Sound knowledge on cold storage, warehousing, packing system and packaging supporting machineries/tools
3.     Deliverables of the Assignment

In relation with the above, the assigned expert/consultant shall be responsible for delivering the following outputs:

1.     Assessment
a.     Production chain location survey includes visit to packing house
The expert/consultant must travel to the defined location in order to be able to give advice on GMP and GHP, particularly for organic products.

b.    Provide activity schedules
In order to have on-track activities, it is strongly requested that the expert/consultant provide the schedule before implementation.

c.     Prepare manuals/methodology and SOP of GMP and GHP, particularly for organic products.

d.    A written and compiled manuals or methodology as the main reference is a must.

2.     Trainings
a.     Provide effective and efficient on-field training sessions (active learning).
b.    The expert/consultant must deliver the materials in effective training sessions, both theory and practice.
c.     Training should cover the practice on how to:
-       treat, manage and handle the crops upon harvested,
-       choose and use safe, healthy and enviromentally friendly packaging,
-       pack
-       implement the ideal standards of cold storage and warehousing (preferably organic standards)
d.    Packaging design
-       Standards of packaging, especially for organic products
-       Use of logo and other educational images/information
-       Effective packaging for powerful marketing

4.     Amendments to the Terms of Reference / Reporting

These Terms of Reference may be amended in writing only, subject to the agreement of both parties.


Should you be interested to provide this services, please submit your technical proposal including your updated CV and financial proposal in two-files (separate files). Technical and financial (PDF format). The financial price information shall not appear in any part of technical proposal. The financial proposal (PDF or MS Excel) must be password protected..

The technical proposal shall cover detailed methodology to carry out the activities as mentioned in the Term of Reference. The proposal will be evaluated considering weightage of 70:30 between technical and financial proposals.

The proposal should be submitted at the latest by Friday, 16 February 2018 at 01:00 PM, Jakarta Local Time.
