Post Title : Monitoring, Evaluation and Learning Specialist

Program and Organization Context
Under the guidance and supervision of the
Planning, Monitoring and Evaluation Manager, the MEL Specialist is responsible
for enacting M&E system and reporting of the implementation of Kemitraan’s
project. The MEL Specialist in cooperation with M&E Team members ensure
effective implementation of monitoring project activities. He/She will work in
close collaboration with the program manager at Project Management Unit and
relevant operations team and ensures the availability of information on the
state of on-going project.
To ensure the progress towards achievement is well measured and
monitored, Kemitraan intends to recruit Monitoring, Evaluation and Learning
(MEL) Specialist to lead and conduct the monitoring, evaluation and learning
processes throughout the project duration. Under the supervision and guidance
of the PME Unit, the MEL Specialist will work closely with the Project
Management Unit (PMU) in supporting the project implementation.
Key Functions:
1.
Development of monitoring,
evaluation and Learning plan, framework and tools;
2.
Monitoring, Evaluation and
Learning Implementation;
3.
Analytical Reporting
Scope of Work:
Under the guidance and supervision of PME Unit and work closely in
collaboration with PMU, MEL Specialist:
I.
Ensures development of
integrated project monitoring plan and framework in compliance with the
Kemitraan’s SOP, focusing on the achievement of the following results:
•
Effective MEL strategy and
tools of the project;
•
Effective documentation of
lessons learned which include mechanism of identification to potential and
current problematic issues and provision of input for remedial actions;
•
Provide effective role in reviewing proposal, ToR/proposal and report of
activities as necessary to ensure quality;
•
Provide necessary technical support
to PMU to ensure high quality of reporting;
•
Effective utilization of data
or information warehouse for monitoring, evaluation and learning purposes;
II.
Ensures proper and timeliness
of reports which emphasize on achievements, challenges and lessons learned,
focusing on the achievement of the following results:

Prepare analytical monitoring
report;
·
Provide necessary technical
support to and work closely with PMU in preparing progress reports (quarterly
and annual/financial and substantive) as required against set targets and
indicators, with an analysis of evidence of progress towards planned outputs
according to schedules, budgets, and inputs provided by the project.

Provide necessary technical
support to and work closely with PMU and consultant to prepare the final
project report.
Impact of
Results
Results have an impact on the
quality and timely delivery of the project results and availability of lessons
learned and best practices for future reference. Project implementation in line
with the objectives of the project and compliance with the Kemitraan procedures
are critical to ensure the achievement of the project. Lessons learned and best
practices are fully documented and shared with stakeholders.

Recruitment
Qualifications
-
Bachelors (S1) Degree,
preferably Master Degree;
-
Minimum 7 years of experience
in monitoring and evaluation works;
-
Well knowledge and skills in monitoring and evaluation theory, methods
and approaches, such theory of change, logical framework, results-based
framework, performance-based framework;
- Having sufficient knowledge on social, political, economic and
environmental issues, with some knowledge on the prevention of forest fire, law
enforcement, restoration and conservation, and social forestry;

Fluent in both Bahasa Indonesia
and English;
-
Excellent technical and
analytical writing skills;
-
Good interpersonal skills and
good team player

Good ICT skills

Ability to work with multi-stakeholders
