Calling Consultant for
Research on Social Investment and the Implementation of Village Fund

Background

Oxfam in Indonesia has been implementing a project since February 2017
named “Strengthening Rights and Capacities of Local Community Within Palm
Oil Supply Chain Through Agrarian Reform Program.” The overall objective
of this project is promoting gender inclusivity to enable Indonesian
communities to increase their resilience and to defend and claim their
rights to land. This project would like to realize Oxfam’s vision on land
rights and the palm oil sector. The impact aimed in this project is
defined as: “Smallholder farmers, plantation workers and their communities
secure their right to food.” Gender inclusive, sustainable management of
natural resources and labor assets are also aimed for a long-term practice
change.
In the next phase, Oxfam and local partners aim to build further on the
work undertaken on the resolution of the Seluma Bengkulu case in Sumatra
and the Banggai case in Central Sulawesi. Some recent national policy
changes and focus areas that receive presidential attention appear to
provide relevant opportunities in the resolution processes. These include
the New Village Act (2014) with the associated Village Funds as well as
the increased reinforcement of anti-corruption policy forming the enabling
environment. The Village Fund is part of the decentralization processes in
Indonesia that started in 2001, decentralizing power from the center to
the regions and villages. The accelerated implementation and disbursements
of the Village Funds have become a high priority on the President’s
agenda. This project will aim to increase the resilience of local
communities that are affected by lengthily land conflicts through
activities identified by the communities themselves which will be funded
through the Village Funds.
For the communities in Bengkulu and Banggai to claim their land rights,
participate in decision making and become resilient, their members—and in
particular women and women groups—need to be knowledgeable and have
confidence. To this end, our strategy is to empower them and to involve
them in the conflict resolution processes actively. For households and in
particular women to enhance their resilience, they need to diversify their
livelihoods and income. An important window of opportunity is the Village
fund, so equal access to the Village Funds will be crucial. Hereto, our
CSO partner organizations will facilitate village government to plan and
inclusively budget for these funds, prioritizing women’s and landless
peoples’ livelihood interests.

Objective

This research is expected to become a measurement strategy for advocacy on
land rights and to see the effectiveness of village fund as an alternative
solution to increase the resilience of the communities because of the land
conflict. Therefore, the expected results of this research include:
1. Documenting the land conflict in 6 villages in Seluma Regency,
Bengkulu and three villages in Banggai Regency, Central Sulawesi by
revisiting the existing Sustainable Land Use Planning
2. Observing and analyzing the implementation of Village Act
(specifically for Village Fund) and see how this regulation benefits the
communities in the region

Target Are
The target areas are six villages in Seluma Regency, Bengkulu (Lunjuk,
Pagar Agung, Talang Prapat, Tumbuan, Renah Panjang, Minggir Sari) and
three villages in Banggai Regency, Central Sulawesi (Nipa Kalemoan, Malik,
Malik Makmur)

Methodology
1. Collaboration with Oxfam in Indonesia’s partners in the region to
obtain the information regarding the areas of intervention
2. Data collecting (primary and secondary) with the local
communities, local government and other stakeholders
3. Developing questionnaire to better understanding of village fund
and its benefit for the communities.

Deliverables
1. Research design, framework, and detailed work plan
2. Data collection tools
3. Preliminary key findings in the land conflict (gender sensitive)
in respective area
4. Land conflict mapping in respective area
5. Qualitative and quantitative data analysis
6. Gender-sensitive approach is compulsory at all stage of the
research
7. Report is written in English

Skills & Qualifications

1. A minimum Bachelor Degree in relevant subject with experiences in
quantitative and qualitative research method (Advanced degree in social
science or agrarian law is preferable)
2. Knowledge of agrarian conflict is highly desirable
3. Proven experiences and track record in conducting land conflict
mapping research
4. Experience in conducting research related to the implementation of
Village Fund is highly desirable
5. Fluency in written Bahasa Indonesia and English is required
6. Excellent writing skills is mandatory
7. Ability to manage complex situation and deliver outputs to agreed
deadlines
8. Demonstrable understanding of gender and diversity issues and
proven commitment to and evidence of promoting gender and diversity
equity.
