organisations. ASB has over 200 offices in Germany and a membership of
1.1 million. Core activities include the provision of public medical and
rescue services alongside an extensive range of social service
provision. Overseas, ASB‘s Foreign Aid Department operates mainly in the
fields of humanitarian relief, return and re-integration, development
and disaster risk reduction (DRR).
ASB
Indonesia and the Philippines aims to build resilience through
inclusive and risk aware development. ASB has been working in Indonesia,
in partnership with the Indonesian Ministry of Home Affairs, since
2006. In Indonesia ASB works directly with partners and communities, and
in support of government, to empower and build resilience through an
inclusive, all-of-society approach. A key component of the work that ASB
does across the region is implementing and promoting inclusive risk
aware practice. ASB is also a founding member of the Disability
Inclusive Disaster Risk Reduction Network (DiDRRN).
As
part of an initial recruitment process, ASB is currently seeking
expressions of interest from qualified and committed individuals for the

Context :
ASB
Indonesia and the Philippines (ASB) is working for an inclusive,
resilient, and empowered society as stipulated in its vision. ASB aims
to continue institutionalising capacities of communities, government
and local actors to integrate DRR or risk management and inclusion in
socio-economic development and vice versa. This reflects lessons learned
from our previous resilience-strengthening related projects which
suggest integration of risk management, inclusion and livelihood
activities for meaningful and sustainable impact to community.
ASB
is continuously seeking to further its works and look at ways to
further support inclusive resilience strengthening in Indonesia and the
Philippines. ASB will continue bring its field experiences to feed
development of inclusive-DRR/resilience related planning and policy
instruments at national, regional, and international level. We believe
partnership is among key factors to reduce barriers for realising these
efforts at scale.
Position Summary:
The
Partnership Coordinator position will be the lead role in managing ASB
partner grantee relationships for both Indonesia and the Philippines.
The Partnership Coordinator will also take a lead role in coordinating
components of the ASB programme and supporting the work of Country
Director and Programme and Partnership Development Manager.. This
position will work closely with Country Director, Programme and
Partnership Development Manager, Finance Manager, and other staff and
partner organisations to ensure that ASB partners and programmes are
inclusive, participatory, accountable and follow international standards
in humanitarian response and development. They will also ensure that
partners are meeting ASB and back donors’ requirements.
Duties & Essential Job Function:
· Manage
and coordinate all ASB Indonesia and the Philippines Partner Grant
relationships and related components, including grant management,
communication, reporting, capacity and organizational development,
partner proposal development and selection and monitoring, under
supervision of the Programme and Partnership Development Manager and
Country Director.
· Provide
support, input and monitoring oversight to ASB partnership programme
financial management, including being responsible for undertaking
programme level regular forecasting, expenditure, reallocations and
budget reviews and controls.
· Responsible to lead thorough review of partner proposals and reports and communicate respective feedback as necessary.
· Support Programme and Partnership Development Manager and Country Director in establishing new partnerships as required.
· Lead
on ASB programme reporting and communication, including communication
with Country Director and ASB HQ Project Coordinator Asia as required.
· Support
the development and management of relationships with ASB partner
organisations, networks, other stakeholders and government.
· Lead in field monitoring, evaluation and learning plans and processes as required.
· Support
the strengthening of networks and sharing of skills and learning
between Indonesia, Philippines and the wider Asia-Pacific region.
· Ensure
partners meet ASB financial management and reporting requirements and
help ensure accountability of the programmes as required in close
collaboration with ASB Finance Manager and in accordance with ASB
standard operating procedures and donor guidelines and regulations..
· In
charge of gathering and maintaining partnership data (and ensuring that
it is gender, age and disability aware and disaggregated) and related
documentation to support internal and external reporting.
· Support
Programme and Partnership Development Manager and Country Director to
undertake programme reporting and external communication.
· Support Programme and Partnership Development Manager in establishing and maintaining monitoring, evaluation and learning mechanisms and plans at programme level.
· Take on trainer and mentoring roles when appropriate and required for partners and other stakeholders or ASB.
· Take on representational role when required.
· Support
incorporation of inclusive development, gender mainstreaming, disaster
risk reduction and resilience throughout programmes.
· Actively
promote and ensure the inclusion of at-risk groups with due regard to
gender, age, income and disability in all aspects of programmes.
· Supervising
Programme Assistant’s work in providing administrative, procurement,
and logistical requirements of the Indonesia and Philippines partnership
programme.
· Input into ASB broader programme/project development and work as required.
· Take
on other tasks as required by Programme and Partnership Development
Manager and Country Director (in negotiation with the Partnership
Coordinator).

Output: The main outputs and verifiable deliverables of the position are:
1. Successful management of Partner grantee relationships with ASB Indonesia and the Philippines partners.
2. Ensure partners meet all ASB requirements as per partner agreements and back donor and related government requirements.
3. Maintenance and up-dating of project work plans.
4. Regular coordination and updates with Manager, other ASB Staff, and partners and when required stakeholders.
5. Full,
clear and professional documentation in line with ASB’s internal
operating procedures and regulations and expectations from funding and
government partners.
6. Partnership report to HQ and back donor.

Desirable Qualifications:
· Minimum 5 years of relevant experience with a demonstrable track record of success..
· Advanced
qualification in international development, program management,
community development, disaster risk reduction, agriculture or related
field
· Proven experience in Partnership/Grant Management and/or Program/Project Management.
· Proven experience in managing and strengthening partnerships and working with civil society organizations.
· Track record in implementing development projects.
· Proven experience in monitoring projects and partners..
· Experience in one or more program fields of: Disaster Risk Reduction, Disaster Risk Management, Resilience, Humanitarian Assistance, Sustainable Livelihoods and inclusive development, particularly disability inclusion required.
· Experience
in Monitoring, Evaluation and Learning and/or facilitating learning
processes and training/capacity development an asset.
· High-level report writing skills.
· Good communicator.
· Fluent written and spoken English and Bahasa Indonesia required.
· Willingness to travel within Indonesia and overseas required.
· Willingness to work in a team.
· Willingness to review work and practice and build on learning.
· Experience with PowerPoint, Word and Excel,
· A creative, critical, enquiring and flexible mind that is good at problem solving.
· Enthusiasm, energy and an innate desire to better oneself and to improve the work of those around.
· Good cross-cultural understanding including experience working in multi-cultural teams and programmes.
