Calling Consultant for
Conducting Integrative Baseline & Endline For Right to Food Project
Background
Oxfam in Indonesia is implementing a Right to Food (RTF) Project with four
national partners. RTF aims to improve small-scale food producers’ access
to and control over their resources, especially land. The four
implementing partners include People’s Coalition for Food Sovereignty
(KRKP), People’s Coalition for Fisheries Justice (Kiara), Consortium for
Agrarian Reform (KPA) and Women’s Solidarity for Human Rights (SP)... The
project is implement in 14 districts in 5 provinces: NTT, NTB, Central
Sulawesi, South Sulawesi and Southeast Sulawesi.
RTF Project focuses on 6 outcomes: (i) improved policies of government and
global actor; (ii) improved policies of private sector actors; (iii)
increased political will; (iv) strengthened CSOs; (v) increased citizen
voice; and (vi) shifted norms and attitudes. Those outcome areas are
linked to each other in theory of change on influencing and advocacy
scheme. Each partner organization has different contribution to achieve
each outcome area and works in different number of location (district
level).
RTF began in June 2016 already conducted baseline reports before project
started. We used different kind methodology and approach for assessing of
project context in beginning, including context analysis and capacity
assessment for implementer. We did the first baseline survey only focused
on outcome area “increased citizen’s voice” and ”shifted norms and
attitudes” which captured social-economic information and beneficiary’s
perception. We provided context analysis to observe the previous policy
and actors as we targeted to be influenced. Then we did complementary
survey that focused more on outcome area “improved policies of government
and global actor“; “improved policies of private sector actors”; “
increased political will” and “strengthened CSOs”.
Based on many baseline reports that Oxfam in Indonesia provided as
mentioned above we are expecting to have an integrative baseline of RTF
project to be more sequenced. Oxfam in Indonesia has MEL Framework for RTF
Project contained set of indicators of project achievement that can be
used as one of reference to guide in making of the integrative baseline
report.
Objectives
Oxfam in Indonesia requests consultant to conduct integration of RTF
project baseline reports. By having an integrative report, we expect to
have better information about previous condition of stakeholders and
beneficiary before RTF project started. We expect consultant to provide
sequenced indicator, tools, and summary of data information collation from
previous baseline reports. This research will be used as reference to
conduct next survey in the next project milestone (midline and endline) to
monitor the project progress against the set indicators that impacted by
project implementation.
Expected Output
Consultant is expected to provide services output as mentioned below:
· Develop survey design, including tools, data collection method,
and sampling method for assess condition that has been impacted of RTF
Project implementation;
· Develop monitoring tools for record data and information that
collected from the survey in different period.
· An integrative and sequenced of RTF project baseline report that
covers all of project outcome areas based on previous baseline reports;
Methodology
The research will use content analysis as main methodology to identify the
alignment of baseline reports. The content analysis will assess project
documents as follows:
1. Project Proposal and MEL Framework
2. Baseline Reports
3. Project Report
Schedule
The research is expected to be accomplished in 25 working days, started on
1st week of March 2018.
Deliverables
The research should be documented in a report with requirements as
follows:
1. An integrative and sequenced RTF project baseline report, not
exceeding 30 pages, including executive summary maximum 3 pages but
exclude appendices.
2. Survey Tools/Instrument (separated from the research report).
3. Monitoring Template (separated from the research report).
The report content should cover:
• Acknowledgements
• Glossary/Acronyms
• Introduction
• Executive Summary
• Methodology
• Limitation
• Findings
• Conclusion and recommendations
• Appendices
Consultant Qualification
The consultant, individual or a team, should has excellent portfolio in
conducting baseline and/or endline study for social - economic development
sector, particularly influencing project. The consultant should have
excellent knowledge and practice experience in research methods, data
collection, and monitoring for NGOs projects. The consultant should have
the following skills and competencies:
1. Experience on baseline and/or endline study for development
projects;
2. Expert in research skill, both quantitative and qualitative
methods;
3. Experience of working with NGOs;
4. Strong writing skills, and experience of presenting complex
technical information in an easily comprehensible way for non-specialist
readers.
5. Personal commitment, efficiency and flexibility;
6. Ability to respond to comments and questions in a timely,
appropriate manner;
7. Excellent language skills, both English and Indonesian.
General Infromation

• Financial proposal detailing consultant(s) itemized fees, data
collection and administrative costs.
All documents, project designs, drawings, data and information shall be
treated as confidential and shall not published without the written
approval of Oxfam in Indonesia. In addition, the consultant(s) formally
undertakes not to disclose any parts of the confidential information and
shall not, without the written approval of Oxfam in Indonesia be made
available to any third party. The utilization of the report is solely at
the decision and discretion of Oxfam in Indonesia. All the documents
containing both raw data/materials provided by Oxfam in Indonesia and
final report, both soft and hard copies are to be returned to Oxfam in
Indonesia upon completion of the assignment. All documentation and reports
written as result of the research or otherwise related to it, shall remain
the property of Oxfam in Indonesia. No part of the report shall be
reproduced except with the prior, expressed and specific written
permission of Oxfam in Indonesia.
