*Post MR Campaign Vaccination Coverage Survey, Indonesia, 2018*
*Overview*
The World Health Organization, in collaboration with the Expanded Programme
on Immunization (EPI), Ministry of Health Services, Indonesia, plans to
conduct immunization coverage evaluation surveys (CES) in *each of the six
provinces* where MR vaccination campaign was conducted in 2017.
Established in 1984, the Expanded Programme on Immunization (EPI)
Indonesia, currently aims to vaccinate children under 2 yrs against 10
target diseases (childhood tuberculosis, poliomyelitis, diphtheria,
pertussis, tetanus, Hepatitis B, Haemophilus influenzae type b,
pneumococcal disease, measles and rubella) and school-children against
tetanus and diphtheria. Indonesia’s Expanded Programme of Immunization
(EPI), is technically supported by WHO and UNICEF.
As part of the strategies to reach the regional goal of measles elimination
and to start the use of rubella vaccine, Indonesia will conduct
measles-rubella vaccination campaigns in 2017 and 2018. The first phase of
the measles-rubella (MR) supplementary immunization activity (SIA)
targeting children aged 9 months to <15 years (the latter group mainly
vaccinated in schools) was held in the six provinces of Java between August
and October 2017. Administrative data and rapid convenience monitoring
suggest that the MR campaign reached >95% coverage in all 6 provinces (in
Java island).
To have an independent estimate of the coverage obtained in the SIA a
vaccination coverage survey will be implemented in Q1 2018, by external
entities (selected following this RFP). The survey will seek to obtain
province-level estimates of MR coverage for two age groups 9 m to 59m and
5yrs to <15 years at the time of the campaign. This survey is to be
conducted using probability sampling and by a third party, as per the
recommendations in the 2015 WHO Vaccination Coverage Survey Reference
Manual. Routine immunization (RI) aspects will be added to the post-SIA
survey, as requested by the Ministry of Health to WHO. Quality
implementation and timely results for the post SIA survey are of uttermost
importance.
*Primary objective:* To measure provincial MR immunization coverage among
children 9 month to 15 years old in the community at all provinces in Java
islands (West Java, Banten, DKI Jakarta, DI Yogyakarta, Central Java and
East java) and to know the obstacles of MR campaign in the field.
*Secondary objectives:*
1. To measure MR campaign (SIA MR) immunization coverage in the community
at province level (West Java, Banten, DKI Jakarta, DI Yogyakarta, Central
Java and East java).
2. Assess SIA MR Vaccination coverage by rural/urban, sex, length of
residency in the area and other demographic characteristics.
3. To know the obstacles of MR campaign at province and district level at
all provinces.
4. To give recommendations to National and province EPI program in order to
do MR immunization in the provinces
*Duration*
The contract for the institution will be for the period of 3 months
starting from Signing Contract Date. The nature of the contract is by APW.
