I.
BACKGROUND
Integrity
Professional Program (PROFIT), initiated by the Corruption Eradication
Commission (KPK) in 2016, is a reflection on KPK’s commitment to prevent
corruption in the private sector. PROFIT is an integrated corruption prevention
program that focuses on building a company’s commitment to anti-corruption
values. One of the strategies to achieve this commitment is the establishment
of Certified Integrity Officers (CeIOs) or Ahli
Pembangun Integritas (API).
A
CeIO is competent certified personnel who is responsible for identifying
potential bribery risks and developing anti-corruption policies as
recommendations for integrity system improvement to the company’s higher ups.
On
December 12, 2017, the Ministry of Manpower signed off a Ministerial Decree of
SKKNI API (Indonesian National Working Competency Standards of Certified
Integrity Officer) – initiated by the KPK.
However,
more work needs to be accomplished before Indonesia can have CeIOs. Therefore,
USAID CEGAH will support the KPK to build a CeIO system and hire a consultant
to assist in achieving and conducting the following:

SCOPE OF WORK
A. Objective
Support the Corruption
Eradication Commission (KPK) in preventing corruption in the private sector..
B.
Activities:
Conduct feasibility study to analyze the needs of
resources including by whom the budget of this activity should be provided. The
feasibility study will cover several aspects related to CeIOs as follows:
1. CeIO assessors’ certification body. CeIO Certification Body is a committee to be formed by the KPK,
consisting of several people. This committee will assess the qualification and
capability of the individuals proposing to obtain a CeIO certificate.
Qualification and number of people as member of this committee will also be
covered in the study.
2.
Institutional make-up of CeIO system,
including engagement from the government,
private sector, and civil society.
3.
Required
resource estimation, both in terms of funding and human resources.
4.
Legal
basis for a CeIO (are additional regulations/decrees/etc. necessary?)
5.
CeIO’s code
of ethics guideline, including:

Enforcement
mechanism for violations of the ethics code
·
Setup of ethics
committee
6.
Guidelines
for CeIO professional standards
7.
Continued
Professional Education Program for CeIOs
8.
CeIO profession association’s blue-print.
III.
DELIVERABLES
- Draft reports to be submitted in Bahasa Indonesia and English;
- Approved results of feasibility study/ Final Report by USAID CEGAH and the KPK;
- Timesheet of hours/days of performance approved by USAID CEGAH.
IV.
QUALIFICATIONS
1. Have good knowledge and is experienced in profession association (min. 5
years)
