I.                    Background

UN Women, grounded in the vision of equality in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in partnership with the Supreme Court Training Center of the Republic of Indonesia has completed the development of a Training of Trainer- Women’s Access to Justice Module for judges. The module has also been piloted in 2015 and 2016 with the Supreme Court Training Center. The module received a positive response from the Supreme Court Training Center, with the requested to introduce the module to more Indonesian judges.

In late 2016 the Supreme Court of the Republic Indonesia established a gender working group for judges. This working group consists of senior judges who are assigned to the juvenile court and judges with specific interest in gender justice.  In May 2017, the Supreme Court issued “Peraturan Mahkaman Agung No.3 Tahun 2017 tentang Pedoman Mengadili Perkara Perempuan Berhadapan dengan Hukum, which regulates how judges approach women in the court of law. The regulation was established with reference to the Bangkok Regional Guidance for Judges (2016).

To finalize the Women’s Access to Justice Module, UN Women will facilitate individual and group consultations with the members of the gender working. For the purpose of the request, UN Women will conduct a workshop with the members of the Gender Working Group.

Based on the above, UN Women seeks the support from a qualified consultant to conduct the individual consultations and facilitate the validation workshop with the gender group. In addition, the consultant is expected to revise the Women’s Access to Justice Module based on received recommendations and input.  



II.                  Objective of the Assignment

1.       To facilitate the consultations in partnership   with the Supreme Court Training Center of Indonesia to seek input of the gender working group members on the Women’s Access to Justice Module.
2.       To revise the module after receiving input from the gender working group.

III.                Scope of Work/Duties and Responsibilities
Under the supervision of National Program Officers, the consultant will perform a task on provision  as follows ;
1.       Prepare and facilitate the UN Women consultation on the Women’s Access to Justice Module with the Supreme Court Training Center,
2.       Conduct preparatory meeting with UN Women prior to the workshop,
3.       Provide workshop syllabus and agenda,
4.       Debrief with UN Women to agree on Module amendments if necessary, and
5.       Submit the revised Module on Women’s Access to Justice to UN Women.

IV. DURATION OF THE ASSIGNMENT
The total duration of the contract assignment will be between 5 March-30 April 2018.. The tentative schedule of potential mission is 4 days to Jakarta.




VI. SCHEDULE OF PAYMENT

V.. INPUTS  
·       UN Women will provide the Consultant with necessary background materials for the desk review;
·       The consultant is expected to work remotely using his/her own computer, but may access the UN Women office printing or relevant documents or should he/she be required to work on-site at any point during the assignment.

VI. EXPECTED DELIVERABLES
All deliverables, must be submitted in written English language.
Upon receipt of the deliverables and prior to the payment of the installment the deliverables will be reviewed and approved by UN Women. The period of the review is  maximum 5 working days after receipt.

VII. PERFORMANCE EVALUATION
The consultants performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

IX. REQUIRED EXPERIENCE AND QUALIFICATIONS
The consultants should fulfill the following requirements:

1. Education
·       Master’s degree in law, human rights law, public policy, gender studies, social science or other related fields

2. Experience and skills
·       At least 7 years of experience of relevant work in the field of women’s rights and gender justice
·       Proven experience in developing module and syllabus for training judges.
·       Proven experience in facilitating training with law enforcers, preferably judges.
·       Familiar with Indonesia law system and understand the context
·       Experience working with Indonesian judges would be an added value.


3. Language and other skills
·       Excellent verbal and written English skill.
·       Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and email.
X. APPLICATION EVALUATION CRITERIA
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria.

Minimum 7 years of experience of relevant work in the field of women’s rights and gender justice, and master’s degree in law, human rights law, public policy, gender studies, social science or other related fields.

Only the candidates who have attained a minimum of 70% of total points will be considered as a technically-qualified candidate.
Financial Proposal evaluation:
§  Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
§  The total number of points allocated for the price component is 100.
§  The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

·       Financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee, proposed number of working days and cost for potential mission to from the origins to Jakarta.

70% review of CV
30% proposed rate/fee

All applications must include (as an attachment) cover letter, P11 and financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
