Background:
The Ministry of Health, Indonesia and WHO have partnered with the US Centers for Disease Control and Prevention (CDC) to plan and implement the Strengthening Technical Assistance for Routine Immunization Training (START) program.  Phase One of the program has been implemented in 7 districts in Banten Province and 5 districts in North Sumatera Province from August 2016-February 2017 and Phase two has been successfully implemented in 16 districts in West Java, Banten and North Sumatera provinces. The phase three of the project will be implemented in 20 districts in Banten, East Java and West Java provinces.. To ensure effective program implementation, suitable technical person will be contracted, oriented, and deployed to support capacity-building of immunization program staff in the selected districts.

Objectives:
Build the capacity of district and health facility immunization staff to improve EPI and VPD Surveillance planning, monitoring, and service delivery resulting in increasing immunization coverage and reducing dropout rate.

Activity:
Under day to day coordination with EPI WHO,  respective District Health Office (DHO) and respective Provincial Health Office (PHO) and direct technical supervision by NPO EPI WHO Indonesia to support  Provincial Health Offices in the following:
1.    Build the capacity of district, sub-district and primary health facility EPI staff to
a.    Develop EPI micro-plans and aggregate health center micro-plans into district plans
b.    Improve EPI data quality, data analysis, and use of EPI data for problem identification and action
c.    Reduce the number of Penta1 to Penta 3 drop-outs through improved defaulter tracking
d.    Update and interpret immunization monitoring charts
e.    Use the Reaching Every Community (REC) categorization and prioritization tool
f.     Plan and manage vaccine and EPI stock more effectively in public and private health facilities
g.    Provide on-the-job training and supportive supervision
2.    Assist with the roll-out of new EPI policies and the introduction of new vaccines
3.    Report activities using the standard START program monitoring tool to EPI MOH, PHO, WHO Indonesia and CDC in weekly basis
4.    Assess district and health facility EPI program using standard START program organizational assessment tool at the beginning and end of intervention; provide assessment information to CDC
5.    Monitoring EPI Session
6.    Advocate in enhancing VPD surveillance
7.    Submit a detailed activity report as per agreement.

All activities should comply the existing national EPI-MOH policy.

Duration of Work : 7 months from 1 May to 30 November 2018

Education Qualification:

Essential: University degree in medicine or a health related subject from a recognized university or its equivalent qualification

Experience:

Essential: At least five years’ experience in public health program implementation preferably in Immunization and VPD Surveillance

Desirable: Experience in immunization program implementation; ability to deliver public health training, using techniques of mentoring and on-the-job training; management/supervision of public health program at the district level and advocacy.

Language: Fluent in Bahasa Indonesia and English; knowledge of local language (optional)

Computer literacy: Working knowledge on Ms. Word, Ms. Excel and Ms. Power Point

Expected Outcome:
       Capacity building of EPI staff at district and puskesmas
       Increased immunization coverage and Reduced dropout rate
