The Opportunity
Plan International seeks an experienced candidate for the position of Monitoring and Evaluation (M&E) Coordinator for the US Department of Labor’s Bureau of International Labor Affairs (ILAB) project, Combatting Forced Labor and Human Trafficking on Fishing Vessels in the Asia-Pacific Region, to be based in Indonesia. This cooperative agreement has a budget of $5 million over 4 years.
 
The goal of the project is to reduce forced labor and human trafficking on fishing vessels in the Asia-Pacific region, including Indonesia and the Philippines. The project outcomes include: 1) improved enforcement to combat labor exploitation, including forced labor and human trafficking, on fishing vessels; and 2) decreased presence of indicators of forced labor on fishing vessels.
 
Responsibilities
The M&E Officer will lead all M&E activities and strategy for the project. S/he will oversee M&E staff and support based in both Indonesia and the Philippines.. S/he will coordinate with the project technical experts and contribute to the development of annual work plans and routine performance reports.
 
Responsibilities may include:
  • Develop and manage project M&E systems and ensure program quality through operational M&E;
  • Lead the design and implementation of M&E methodologies for project baseline studies, assessments, evaluations, research, and other studies;
  • Articulate anticipated results, indicators, outcomes, activities, and targets, and qualitatively and quantitatively monitor progress toward achievement of same;
  • Propose and implement approaches for using research and M&E findings to ensure timely adjustment of project activities and to inform future program development (i.e. through annual work plans);
  • Develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, as well as lessons learned and best practices;
  • Collaborate with program staff, relevant government agencies, and other stakeholders to collect and analyze data from project activities to inform project progress and development of annual plans;
  • Produce timely and high quality M&E reports, and contribute to development of regular performance reports;
  • Supervise and oversee M&E consultants hired for baseline, mid-term, and end of project evaluations and ensure that their work is of high quality and produced within agreed upon deadlines.
     
    The Person
    In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:
  • Bachelors or Master’s degree in statistics, public policy, international development, economics, or related field. Master’s degree or Bachelor plus an advanced certificate in M&E, statistics, or economics preferred;
  • Minimum three years of professional experience in a senior M&E position responsible for implementing M&E activities of international development projects;
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages;
  • Knowledge of monitoring and evaluation approaches for capacity-building projects;
  • Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, and developing M&E and/ performance monitoring plans;
  • Experience developing and refining data collection tools;
  • Ability to facilitate and serve as project liaison for externally-managed evaluations;
  • Fluency in English (written and spoken). Must be able to produce high quality reports in proficient English in a timely fashion;
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
