I.
Background
UN
Women, grounded in the
vision of equality enshrined in the Charter of the United Nations, works for
the elimination of discrimination against women and girls; the empowerment of
women; and the achievement of equality between women and men as partners and
beneficiaries of development, human rights, humanitarian action and peace and
security. Placing women’s rights at the centre of all its efforts, UN Women
leads and coordinates United Nations system efforts to ensure that commitments
on gender equality and gender mainstreaming translate into action throughout
the world. It provides strong and coherent leadership in support of Member
States’ priorities and efforts, building effective partnerships with civil
society and other relevant actors.
The Indonesian
government has committed to eliminate all forms of discrimination against women
and girls with ratification of CEDAW and adopted the Convention into Indonesian
Law No.7 of 1984. The commitment
continues demonstrated through the issuance of Presidential Instruction No.9 of
2000 on Gender Mainstreaming in National Development. Since then, gender
mainstreaming has been further strengthened in the Nasional Long-Term
Development Planning (RPJPN) 2005-2025, and breaks down into the National
Medium-Term Development Planning (RPJMN).
The National Medium-Term Development Plan (RPJMN) is a
national development planning document for a period of 5 (five) years, which is
structured as part of the National Long-Term Development Plan (RPJPN) with a
period of 20 (twenty) years.. RPJPN 2005 - 2025 is divided into 4 (four) stages
of RPJMN, namely; RPJMN I Year 2005-2009, RPJMN II Year 2010-2014, RPJMN III
Year 2015-2019, and RPJMN IV Year 2020-2024.
Specifically, Indonesia National development planning
is aimed to: a) supporting coordination among development actors; b) ensuring
the creation of synergy from national to sub-national level; c) ensuring
linkages and consistency between planning, budgeting, implementation and
monitoring; d) optimizing community participation; and e) ensuring the
efficient, effective, equitable and sustainable use of resources.
Indonesia RPJMN III will be completed next year, and
Ministry of National Development Planning (BAPPENAS) is now leading the
preparatory process of development of RPJMN IV 2020-2024 through conducting background
study of RPJMN IV in the field of gender equality and women’s empowerment. The background study aims to provide input
for the RPJMN IV 2020-2024 regarding; policy formulation, program priorities,
and activities priorities of national development related to gender equality
and women’s empowerment.
Development of the background study for RPJMN IV
2020-2024 will be supported by a team comprising of qualified
individuals in the field of gender equality and women’s empowerment who are
familiar with the context of gender and good governance. The team will be in close consultation with BAPPENAS,
government experts, International Development Agencies that are in partnership
with BAPPENAS in developing this background study, and related individuals
assigned by BAPPENAS.
Based on the above, UN Women in partnership with
BAPPENAS seek the support from a qualified national consultant to be the Team
Leader for development of Background Study for RPJMN IV 2020-2024. The
consultant is expected to lead the team, and along with the team assisting
BAPPENAS to finalize background study RPJMN 2020-2024. The team is expected to
submit high quality of result of background study for RPJMN IV 2020-2024, and
submit the result in a timely manner.
II.
Objective of the Assignment
Leading the background study team to assist BAPPENAS
in finalizing Indonesia Background Study on gender equality and women’s
empowerment for RPJMN IV covering period of year 2020-2024.
III.
Scope of
Work/Duties and Responsibilities
Under direct supervision of UN
Women National
Program Officers for Governance, and close consultation with BAPPENAS the consultant will
perform a task on provision as follows;
1. Conduct situational
analysis to the current and next five years trend on situation of gender
equality and women’s empowerment issues which includes related policies and
legislation analysis.
2. Identify and map
strategic issues of RPJMN 2020-2024 in the field of gender equality and women's
empowerment through literature review,
3.. Undertake a series of
consultation in the national and sub-national level with experts, academia,
government officials, NGOs as agreed upon with BAPPENAS,
4. Facilitate and
participate actively in the series of consultations at the national and
sub-national level as agreed upon with BAPPENAS,
5.. Prepare the draft of
proposal for policy direction, strategy, programme and main activity for RPJMN
2020-2024. This will be developed based on the result from the series of consultations
meeting,
6. Responsible for the
quality of the background study team for RPJMN IV 2020-2024 result's works,
7. Conduct close
consultation with BAPPENAS, related ministries and state institutions, government
experts, and international agencies that support this background study RPJMN IV
2020-2030.
8. Provide progress
report on a regular basis as agreed with the BAPPENAS Director of Families,
Women, Children, Youth and Sports.
9. Submit a high quality result of RPJMN IV 2020-2024 background study in a
timely manner.

IV. DURATION OF THE ASSIGNMENT
The total duration of the contract assignment will be between 30 March-30 November 2018, with tentative
schedule of potential mission for series of consultation with government, NGOs,
academia in the sub-national level..

V. INPUTS
·
UN Women and Bappenas will provide the consultant with
necessary background materials for the desk review.
·
The consultant is expected to work remotely using
his/her own computer, but may access the UN Women office printing or relevant
documents or should he/she be required to work on-site at any point during the
assignment.
VI. EXPECTED DELIVERABLES
All deliverables, must be written in
Bahasa Indonesia, and for the key summary report in English (see point IV).
Upon receipt of the deliverables and prior
to the payment of the installment the deliverables will be reviewed and
approved by UN Women. The period of the review is maximum 10 working days after
receipt.
VII. PERFORMANCE EVALUATION
The consultant’s performance
will be evaluated based on: timeliness, responsibility, initiative,
communication, accuracy, and quality of the products delivered.
IX. REQUIRED EXPERIENCE AND
QUALIFICATIONS
The consultants should fulfill
the following requirements:
1. Education
·
Minimum master’s degree in Anthropology, Sociology, Gender Studies,
Development Studies, Public Policy, Social Science or other related fields.
2. Experience and skills
·
At least 8 years of experience of relevant
work in the field of gender and good governance and or gender and public
policy.
·
Proven experience
working with multi stakeholders such as NGOs, government, academia and
international agencies in doing his/her research
·
Proven experience in doing policy research
and its implementation.
·
Proven experience as a team leader of
related academic research as per purpose of this ToR
·
Proven experience
familiar with Indonesia RPJP and RPJMN in his/her work
·
Proven experience
and understands the context of gender mainstreaming in the government
institutions..
3. Language and other skills
·
Excellent verbal and written English skill.
·
Computer literacy
and ability to effectively use office technology equipment, IT tools, ability
to use Internet and email.

A two-stage procedure
is utilised in evaluating the applications, with evaluation of the technical
application being completed prior to any price proposal being compared. Only
the price proposal of the candidates who passed the minimum technical score of
70% of the obtainable score of 100 points in the technical qualification
evaluation will be evaluated.
Technical qualification evaluation criteria:
The total number of points allocated for the technical
qualification component is 100. The technical qualification of the individual

Only the candidates
who have attained a minimum of 70% of total points will be considered as technically
qualified candidates who may be contacted for validation interview.
§ Only the financial proposal of candidates who have attained a minimum of
70% score in the technical evaluation will be considered and evaluated.
§ The total number of points allocated for the price component is 100.
§ The maximum number of points will be allotted to the lowest price
proposal that is opened/ evaluated and compared among those technical qualified
candidates who have attained a minimum of 70% score in the technical
evaluation. All other price proposals will receive points in inverse proportion
to the lowest price.
