Local CSO to Advocate on Key Policies in SDGs Achievement and Government
Accountability
Background
Oxfam, the International NGO Forum on Indonesian Development (INFID) and
the Indonesia Women Coalition for Justice and Democracy (KPI) work in
close collaboration to promote Civil Society (CSI and women's
participation in Sustainable Development Goals (SDGs) processes. A number
of key meetings and discussions beginning in 2013, led by INFID and KPI
and supported by Oxfam, confirmed the need for continued CSO participation
throughout SDG processes, particularly with regard to the forthcoming
definition of national indicators and to set up a legal and institutional
framework for monitoring and accountability. Despite the active role of
Indonesian civil society, current country CSO - National government SDG
centred engagement is still dominated by the government's agenda. Spaces
for dialogue as equal partners are still limited and CSOs - through the
Indonesian CSO Coalition for the Post 2015 Development Agenda - typically
have to push hard to access information from the government. Effective CSO
engagement is further hampered by:
i. The lack of legal frameworks and institutionalization of civil society
participation. Currently there is no legislation, leading agency or
incentive for citizens and CSCs to engage in decision-making processes at
the national level.
ii. CSOs' limited skills to engage in evidence-based dialogue with
decision makers and to provide solutions; and iii. Lack of coordination
and organization among poor and vulnerable people's groups and
communities, especially in Disadvantaged Districts (DDS).
Three Disadvantaged Districts (DDS) - Pangkajene KepuIauan/Pangkep (South
Sulawesij. Dompu (West Nusa TenggaraJ and Timor Tengah Selatan (East Nusa
Tenggara) - were selected as focal areas for several reasons:
(i) High levels of poverty and/or gender and social inequality. Those
3 locations are included in the government's list of 183 DDS that have
relatively high infant and maternal mortality rates, which not only
reflect poor access to health care in the area but also wide-spread gender
inequality as an underlying factor. Timor Tengah Selatan is the poorest
district in East Nusa Tenggara Province and inhabitants are vulnerable to
hunger every dry season due to crop failure. Similarly, according to 2012
data from the Central Statistic Body, Pangkep is classified as the poorest
district in South Sulawesi Province and one of the most under developed
districts in Indonesia.
(ii) Existing CSO networks, levels of activism, and access to policy
makers. Oxfam and partners have developed programmes with local CSOs and
initiated engagement with local government in these 3 DDS on specific
issues (e.g. livelihood, coastal conservation, gender based violence).
However, in general, local CSOs have limited experience in policy advocacy
and have limited access to local government and parliament. This action
capitalizes on existing Oxfam, INFID and KPI networks and activities to
build capacity and provide support (including financial) to local CSOs,
thereby promoting broader activism and civil society participation in
policy making processes in the J DDS
(iii) Initial political will and commitment to support CSO engagement
from local government. The local government in these 3 DDS has shown
initial political will to support CSO engagement in local policymaking
processes. For example, in Timor Tengah Selatan, KPI has worked with the
local government to address gender based violence and facilitate capacity
building for local WROs and women leaders.
Objectives
Enhanced local CSO and WRO capacity to advocate on key policies affecting
SDG achievement and government accountability in Dompu and TTS.
Outputs:
1. SDGs monitoring report in Dompu and TTS
2. Dialogue with parliament and local government in Dompu and TTS
Target Groups:
1. 100 local women leaders in each area;
2. 20 local MPs and local government staff in each area;
Final Beneficiaries:
Poor and vulnerable people in 3 targeted DDS who benefit from better SDGs
implementation, improved governance and increased awareness. If advocacy
initiatives are
successful, the action could further benefit: a) all women facing
discrimination and rights abuses at home, in the workplace and in their
communities; b) small-holders farmers especially women farmers; c) People
Living With Disability (PWDsJ;
d) rural and urban poor in 3 targeted DDS.
Requirements:
1. The service contract is required for a civil society organisation that
is based locally in DD areas. One CSO to assist in Dompu and one CSO to
assist in TTS.
2. Preferably CSO has been working at least for the last two years on SDGs
issues, desirably those who are working on poverty, gender and inequality
issues.
3. CSO that has proven previous works in policy advocacy and.
4. CSO that is willing to be capacitated in public campaign and integrate
their local campaign with Oxfam's campaign on SDGs monitoring.
Timeline:
Service contract will be up to December 2018.

EUR 20,000.00
Local CSOs that meets our requirements are welcome to apply, with a
proposal, budget, organisational profile, and CV of personnel that will be
