WRI
Indonesia is associated with the World Resources Institute (WRI), a
global environmental research organization that turns big ideas into
action at the nexus of environment, economic opportunity, and human
well-being. WRI works with various stakeholders in the natural resources
sector to support policy and management that are both profitable and
sustainable. WRI has worked with leaders in more than 50 countries for
more than 30 years, with offices in the United States, Brazil, China,
Europe, India, and Indonesia.
Launched
in early 2014, WRI Indonesia builds on WRI’s 10-year history in the
country focusing on forests and land use governance and strengthens our
impact on the ground. In the short-to-medium term, WRI Indonesia aims to
expand its presence and portfolio to include climate, energy, as well
as cities and transportation programs.
This position will support WRI Indonesia’s One Map Initiative and other projects in the regional office.
Overview
The
overall objective of the One Map Initiative is to transform land use
decision-making processes to be open, accountable, and participatory.
WRI Indonesia will achieve this through catalyzing a unified and
transparent land use planning and monitoring system that is accessible
to all land use stakeholders. Through the partnership with local
governments, civil societies, and the private sectors, WRI Indonesia
will develop a model of engagement that can be used to scale this
approach into a National One Map Initiative. The work will span five
years, focusing on Riau, South Sumatra, Papua and West Papua Papua
provinces. Other project portfolios in Papua and West Papua include, but
not limited to Peatland Restoration and Forest Law Enforcement,
Government, and Trade (FLEG-T).
The
Papua Regional Manager will be based in Manokwari/Jayapura and
responsible for the overall leadership, high-level stakeholder
engagement, and program management, including supervision,
administration, and implementation of the WRI project portfolio in the
region, particularly in Papua and West Papua provinces and its priority
districts. Reporting to the Country Director of WRI Indonesia, he/she
will directly manage the other key personnel on the projects. He/she
will provide strategic and operational leadership to develop, implement,
monitor, and evaluate the project ensuring that it achieves intended
targeted impact on National One Map Initiative and other projects in WRI
portfolio. He/she will liaise closely with the partners implementing
similar programs as well as relevant agencies of the Government, local
authorities, and civil society.
Responsibilities
The Papua Regional Manager's main areas of responsibility will include the following:
Program/Project Management (50%)
- Provide team leadership in managing regional activities and supervising projects in Papua and West Papua provinces and its priority districts.
- Planning and designing program/project by translating project logical framework into strategies and work plans in the sub-national level, including the risk management for the programs/projects’ successful outcome.
- Proactively identify and address opportunities and challenges to the project arising internally or externally, including by adjusting strategies and management approaches, resolving issues and initiating appropriate corrective action.
- Ensure effective quality assurance and the overall integrity of the project according to WRI policy by defining project success criteria, monitoring and evaluates performance with respect to these criteria, and communicates progress to involved parties throughout project life cycle.
- Support the project team in project implementation, ensuring that desired outputs are delivered and outcomes are achieved within the appropriate level of quality, on time and within budget, in accordance with the program/project plan.
- Assume responsibility for project budget management with support from the Project Coordinator and Operation Officer, including the monitoring of expenditure and costs against delivered and realized benefits as the program progresses.
- Ensure program systems, including budget management and project M&E systems, in support of the effective and timely use of project resources and technical and financial reporting in compliance with WRI standard requirements, including formats and deadlines.
- Coordinate with other managers to ensure the effective and efficient delivery among different program/project activities
- Provide effective staff supervision by providing direction, input and feedback to ensure all staff members receive orientation and appropriate training in accordance with WRI policy.
Stakeholder Management and Communication (30%)
- Lead strategic engagement and communication with government agencies, private sector, and CSOs and manages third-party contributions with project funders, partners, and stakeholders to achieve desired outcomes.
- Liaise outreach and cultivates relationships with potential partners, donors, and stakeholder for land use work in Papua and West Papua provinces (including governments, private sectors, CSOs, foundations, and individual public figures);
- Builds the profile of WRI Indonesia in Papua and West Papua province through communications and outreach to target audiences locally and in the key districts;
- Develops and oversees development of communications materials, such as concept notes and presentations, targeting existing and prospective partners and stakeholders of the project; and oversee the dissemination of reports related to project activities.
- Contributes to overall WRI Indonesia and Forest Program strategy development, partnership development, fundraising, and monitoring and evaluation activities.
Research and Knowledge (20%)
- Identifies and advances new lines of research and analysis relevant to the projects’ influence strategy and objectives;
- Authors or co-authors knowledge products (e.g., reports, briefs, data products, tools, blog);
- Contributes expertise to relevant cross-programmatic initiatives in WRI Indonesia, such as GFW and Restoration project.
WRI

Qualifications
- Legally able to work in Indonesia.
- Bachelor degree in a related field, preferably with coursework in forestry, land use management, social issues, and sustainable development (graduate degree is preferable).
- Studies, interest or experience working on environmental issues and specifically forest or land use issues.
- Minimum six years of full-time work experience in relevant field, with program implementation and project management experience and three years of professional experience in a leadership role.
- Familiarity with land use issues faced by key stakeholders; such as land use planning, commodity-driven deforestation, smallholder issues, and analytics related to environmental performance of a jurisdiction.
- Direct hands-on experience in project management (e.g. planning, budgeting) and grant management (e.g. due diligence, financial monitoring).
- Ability to write and speak in an organized, clear, and articulate manner for a wide range of audiences, including local governments, local private sector and smallholders, local NGOs, and local communities.
- Ability to deftly manage projects with strong critical thinking and creative problem-solving skills and balance attention to detail with big-picture thinking.
- Ability to manage professional relationships to effectively communicate with people at all levels and from various backgrounds.
- Proven skills to effectively build and manage a team.
- Highly organized and systematic with strong time management skills and ability to juggle competing priorities and deadlines required.
- Detail-orientedand organized thinker who can juggle multiple, competing priorities..
- Excellent oral and written communication skills.
- Ability to travel when needed.
Preferred Qualifications:
- Experience working within multi-stakeholder / inter-sectoral groups such as government, private, civil societies, and other stakeholder engagement in Papua and West Papua provinces.
- Familiarity with sub-grant management protocols and policies among local CSOs and international donors.
- Familiarity with One Map Policy and land use governance issues in the national and local level.
- Professional fluency in Bahasa Indonesia and English.
Performance Standard:
- Effective team leadership, communication, and decision making authority.
- Project Management, Grant Management, and Stakeholder Management activities are expected to be carried out timely and satisfactory with minor supervision.
- Must be capable of setting priorities and working under pressure.
- Must be able to multi-task and manage several project activities simultaneously.
- Ability to work well with internal and external participants is essential.
- Knowledge of Microsoft Office Suite is imperative.
Final candidates will be required to take a writing/analytical test.
