I.                Background and Situational Context

UN Women Indonesia is piloting for Safe and Inclusive Cities of Women and Girls in Jakarta (Safe Jakarta) which responds to an urgent need to collect data and design workable interventions in tackling the concerns around violence and safety of women and girls, drawing on lessons and good practices shared by UN Women Safe Cities Global Programme. The project is based on a holistic approach to improve safety in public spaces in cities for women and girls, and to enable them to exercise their rights to enjoy those spaces.

Under this project, in 2017 UN Women conducted a scoping study on women and girls’s safety in public space of Jakarta. through interviews with various groups in Jakarta, the audit found out that women and girls are prone to various forms of sexual violence/ harassment occurring in public space in Jakarta. The study demonstrates that safety is a key concern among women and girls to move around the city to access employment, education or participate in other social activities. Almost all respondents of this study  stated they have experienced or witnessed sexual harassment and/or sexual violence in public space in Jakarta.

Further, the study identified key institutions and laws that address the issue. There are several institutions that are concerned with the problem and these include the Police which was named important stakeholders in addition to P2TP2A, Komnas Perempuan and several NGOs that help in dealing with the issue. Based on all these findings, this study came up with a series of recommendations focusing on three broad areas; addressing physical infrastructure and public transport; dealing with policing and the law and finally those that address awareness raising and social norms.  As a follow up to these recommendations, UN Women aims to work closely with Unit PPA of Polda Metro Jaya to develop a guideline and SOP for investigation of sexual violence and sexual harassment cases.

II. Duties and Responsibilities

Under the supervision of UN Women Programme Specialist, and guidance of UN Women Representative, as well as in close consultation with UN Women Team in Indonesia the consultant shall undertake the following tasks:

-          Facilitate initial meetings, FGD and workshop with key stakeholders particularly with  police department (Unit PPA Polda Metro Jaya), develop  timeline and the scope of guideline and SOP for investigation of sexual violence and sexual harassment cases.
-          Revise and finalize the draft of guideline and SOP for investigation of sexual violence and sexual harassment cases based on recommendations from the stakeholders workshop. Facilitate training on the SOP and Guideline for police officers.
-          Facilitate consultation/FGD with the legal division of Polda Metro Jaya for adoption of the  guideline and SOP.

Approved/legalized SOP and guideline for investigation of sexual violence and sexual harassment cases  by Polda Metro Jaya.  Endorsement from the Head of Polda Metro Jaya (TR/SPRINT from  Kapolda).

IV. Competencies

Essential knowledge and experience:

·       Hands on experience in designing, implementing and monitoring development of policies and program for prevention and handling of violence against women and girls..
·       Hands on experience in working closely with  service providers such as P2TP2A and Unit PPA at Police Department, CSOs and networks in Indonesia working on prevention and response to violence against women and girls is desirable.
·       An excellent understanding of issues on violence against women and girls particularly on aspect of handling mechanism in the national  and local context of Jakarta province.
·       Good knowledge of policies, programs and priorities of government in preventing and responding to violence against women and girls in Indonesia.
·       Excellent command of written English and Bahasa Indonesia. Other UN languages an asset.

V. Contract period and work location

The period of this consultancy is from 15 March 2018  to 30 June 2018. The consultant will be based in Jakarta, Indonesia and work home-based and at the UN Women Indonesia Office or partner offices as required.

VI. Required qualification

·       Master’s degree in Gender Studies, , Development Studies, Human Rights, Social Science or other related fields
·       A minimum of seven years of relevant work experience in the field of violence against women and girls in Indonesia including with relevant service providers (P2TP2A, Unit PPA) 

·       Experience of engagement in development of national policies/program on violence against women girls.
VII. Evaluation

Applications will be evaluated based on the cumulative analysis.
§  Technical Qualification (100 points) weight; [70%]
§  Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Technical qualification evaluation criteria:
The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:

Only the candidates who have attained a minimum of 70% of total points will be considered as technically qualified candidates who may be contacted for validation interview.

Financial/Price Proposal evaluation:

§  Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
§  The total number of points allocated for the price component is 100.
§  The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those qualified technical candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
