Calling Consultant for
Development of SOP Document at VCO Production House

Background

Global demand for coconut has increased in the last decade. Indonesia’s
production for fresh coconut is 31% of global production (19,400,000
tons), with export value in VCO is 37% of the total. NTT is amongst the 10
largest producers of coconut in Indonesia, with 246,893 coconut farmers
and for VCO most of the farmers involved are women. NTT coconut has low
competitiveness due to lack of aggregation service that link producers
with industrial users, lack of awareness of buyers on the potential of NTT
coconut products, farmers do not have information on quality standards
required by industrial buyers, and lack of tools and technology provider
for transformation of production.
Global demand for fresh coconut and desiccated coconut has been increasing
consistently in last decade. Indonesia is one of the major exporting
countries of fresh coconut, desiccated coconut, copra, copra cake, and
coconut copra oil (CCO). NTT supplies around 2% of the total national
production of fresh coconut, with potential to improve production and
productivity further. Income of coconut farmers in Flores-NTT still low
due to most of fresh coconut only selling for copra, and direct supply to
Java without sustainable production of VCO coconut products made by
private companies who working directly with governments and communities in
NTT particularly on the island of Flores. Some of farmers produce VCO in
household level and sell it to local market with low price. Meanwhile,
trend of International demand on VCO still increase with higher price but
it is limited to organic certified VCO
Based on this situation Oxfam-PRISMA facilitates PSP in Jakarta and ISP in
Maumere Sikka district and also ISP in Adonara East Flores to sign
partnership agreement on organic VCO Businesses. ISP will build VCO
production house in Maumera and Adonara to produce high quality VCO from
organic fresh coconut as well as equip the VCO production house with VCO
production machine which has large production capacity to meet
international market demand of at least 1 container per month. While, PSP
will be responsible for conducting and financing the organic certification
in farmer level and in production house. PSP will buy organic VCO from
production house and sell it to the national/ international markets.
PSP will also give technical assistance to ISP on ensuring quality of the
product meet with buyer requirement. Coconut farmers will supply organic
fresh coconut to production house as main ingredient to produce VCO. Their
organic coconuts will be bought with premium prices and stable demand to
increase their income.

Objectives
The main objectives of activity is to develop the SOP document at VCO
Production House in Maumere and Adonara based on the standards and
requirements from organic certification agency and also based on the
principle of Good Processing Practices (GPP), Good Handling Practices
(GHP) and Quality Assurance (QA). The SOP to be developed is a full cycle
starting from the coconut plantation, the production house to the VCO
delivery from Adonara island and Maumere to the container port in
Surabaya. The result of this development of SOP document will be used as a
technical guideline for ISP to perform high quality VCO production in
accordance with standard and quality demanded by international buyers and
also meet the standards of organic certification

Scop of Work
The main location for the SOP document development work will be carried
out at VCO production house at Adonara Island, East Flores district and at
VCO production house at Maumere, Sikka district also will be done in
Larantuka and Maumere for regular coordination with ISP and Oxfam. At
certain time the consultant will complete the job target at his/her
residence to carry out work related to desk reviews and reporting on
consultancy activities based on Oxfam requirements.

Methodology
The methodology in this consultancy work shall include but not limited to
desk review, interviews, focus group discussion, stakeholder meetings,
site visits and documentation. The consultant is expected to provide a
detailed methodology plan that includes the following:
Data and information collection method and tools
Development process of the SOP document

Deliverables
Details of the work plan are presented and discussed with Oxfam, PSP and
ISP
Draft of SOP document is presented and discussed with Oxfam, PSP and ISP
Final report (Hard copy and soft copy) presented, discuss and agreed with
Oxfam, PSP and ISP in Maumere and Adonara East Flores

Schedule
Within 90 workdays (maximum) during the period between April and May 2018,
the consultant shall complete all agreed task and deliverables.

Consultant Qualification
Have at least 2 years experiences working in VCO production house /
factory
Proven experiences in designing and leading participatory approach in
developing SOP document for VCO production house / factory
Previous experiences in producing a high-quality of SOP document for VCO
production in production house or factory
Demonstrate a strong understanding of Control Union regulation and VCO
production
Show a track record of previous working in develop SOP document for VCO
production house / factory
Having experience and evidence of work has succeeded in develop and
provide technical assistance to VCO production house / factory
Ability to deliver a high-quality product in a timely manner;
Experience in working in Flores Island especially in East Flores and Sikka
district
Extensive network on production of Coconut product is an advantage.
