CONSULTANT FOR COCOA QUALITY CONTROL ASSESSMENT BALI, 5-6 JUNE 2018


Introduction
Lutheran World Relief (LWR) is a US based non-governmental development and relief organization with programs in Indonesia. Currently LWR is implementing project with funding from Progresso Foundation called Technical Assiatnce Project for Bali and Flores Cooperative. The project is assisting 4 cooperatives in Bali and Flores with focus commodity in coffee and cocoa.

One of cocoa cooperative needs to improve their capacity in quality control from farmers to cooperative level. The cooperative already had the basic Standard Operating Procedures in cooperative level. However, they need to improve their capacity in controlling the quality at village/UPH level. In additional to that, they are seeking the process/procedures in giving feedback to village level processing unit on their quality and post-harvesting process. The feedback also uses as reference to identify price for the cocoa bean the cooperative purchase. The cooperative foreseen themselves in the coming year to have a good quality control standard as the cocoa company have.
To accommodate the cooperative need, Lutheran World Relief is seeking for a consultant who identify the quality control process the cooperative have and comparing with the private sector have (in common practice) and identify the gap between and how to reach the ideal practice.
The consultancy result will be us as reference for further training or assistance to the cooperative so the cooperative can improve their capacity in controlling their cocoa product.
Objective
The objective of this consultancy are:
1.       Identify quality control process that the cooperative has from village level to cooperative level. It is also include reviewing the existing cooperative SOP document
2.       Share on the consultant experience in managing quality control and confirming to cooperative their expectation on quality control mechanism
Deliverables
At the end of consultancy, the consultant deliverables are:
1.       Field visit to village processing unit, discuss with cooperative member and management as well as supporting organization
2.       Submitted report with information including but not limited to:
a.       Existing SOP and quality control mechanism practice in the cooperative
b.       Proposing SOP and quality control mechanism based on consultant experience in the company, and
c.       Recommendation on the training/assistance that cooperative need to attend to fill their gap of quality control

The consultant will assign for four working days which divided into:
First day: visit at least two village level cocoa processing unit as recommend by cooperative
Second day: meet and discuss with cooperative management and the local organization
Third and fourth day: report writing
Consultant requirement
The consultant should have minimum requirement as follow:
·       More than 5 years proven experience in cocoa industry
·       Have a good understanding on production cooperative structure
·       Understanding in exporting process is a plus

Remuneration
The consultant will get daily fee based on their experience and competency for total four days, accommodation, ticket to and from their homebased, local transport and per diem during travel.
